    Othman: ( The federal and provincial) governments did not solve contention points

    BAGHDAD / NINA / The independent MP, of the Kurdistan Alliance, Mahmoud Othman declared that " the federal and provincial governments did not reach an agreement on the contention points during the meeting , which took place yesterday ."

    He told the National Iraqi News Agency / NINA / "The lack of agreement does not mean the failure of the talks, but there will be more rounds of talks between the two sides, after transferring what happened during the talks to the heads of the governments and the leaders of the first line for them to study and take a stand on them ."

    He explained that " each party has views differ from the other party on the subjects of oil and Budget , where all the points of contention raised yesterday in separate meetings, with proposals from the two sides to resolve these problems," pointing out that " It's the first time we hear from the Kurdish delegation as says that " al-Shahristani was positive during the talks . "

    He added " it is possible that Iran interferes to resolve the dispute between the two governments easily , on the grounds that it has an impact on the two governments ( federal and provincial ) ."

    It is mentioned that "the delegation of the Kurdistan Regional Government headed by Prime Minister, Nichervan Barzani left yesterday evening , without achieving any positive results .

    A source close to the talks between the two sides , said that the two sides were adherent to their demands during the meetings , which lasted for several hours . Deputy Prime Minister for Energy Affairs Hussain al-Shahristani headed the federal government , while the KRG Prime Minister Barzani headed the Kurdish side.

    Prime Minister Nuri al-Maliki and Barzani had stressed during their meeting on the need to accelerate the adoption of the budget of the country.

    During the meeting, both sides stressed the need to reach a solution to the outstanding issues in a scheduled meeting between the delegations of the government and the province , and accelerate the adoption of the general budget of the country.

    PR officer in Sadr office confirms Muqtada insistence on his decision and on his followers to obey it

    Najaf / NINA / The officer of public relations and ceremonies at the office of the leader of the Sadrist movement, Amer al-Husseini stressed that the decision of Mr. Muqtada al-Sadr is irreversible and his followers have to obey this matter without discussion or demonstration .

    Al-Husseini statement came after he received dozens of protesters who came from Sadr City to ask their leader to reverse his decision, showing their support.

    Husseini told the demonstrators outside the home of cleric Muqtada al- Sadr, "Muqtada al-Sadr appreciates you for coming and values your position and confirms that the decisions made must obey and he insists on it, for the benefit of the people and the nation, and you should not discuss or protest ."

    The demonstrators raised slogans in favor of al-Sadr, calling him " to reverse his decision for the poor, needy and oppressed people ."

    The leader of the Sadrist movement had announced, in an official statement, withdrawing from the political process, for the reputation and al –Sadr history .

    Asadi: Vice president refuses to ratify the retirement Law

    BAGHDAD / NINA / MP, of the State of Law coalition, Khalid al-Asadi revealed that the Vice President Khodair al-Khuzaie refused to ratify the Retirement Law .

    He told the National Iraqi News Agency / NINA / "Khuzaie sent a letter to Parliament , refusing to ratify the Retirement Law " calling on Parliament to reconsider the articles 37 and 38 of the Law, which relating to the retirement of senior officials . "

    He hoped , "the House of Representatives will quickly make an adjustment on the Retirement Law ."

    The House of Representatives approved the Retirement Law on February, 3 in majority of the members with all its 43 paragraphs , including Article 37 and 38 amended.

    KDP Says ‘New Framework’ to Decide Government Formation

    The Kurdish parliament remains hamstrung by the delay in government formation.

    ERBIL, Kurdistan Region – Leaders of the dominant Kurdistan Democratic Party (KDP) say that a “new framework” will be used to speed up the long-delayed new government, nearly five months after elections.

    Following a meeting of the KDP leadership with President Massoud Barzani, who is president of the KDP and the Kurdistan Region, a new framework was agreed to make-up the new cabinet and distribute government positions, party officials said.

    “We have found the key to solve the problems of forming the next government,” the KDP’s politburo spokesman said, without revealing details of the new framework.

    Lack of progress on forming the next cabinet, nearly five months after elections, forced Barzani to intervene and meet the enclave’s three main parties.

    He met with the Patriotic Union of Kurdistan (PUK), the Change Movement (Gorran) and his own KDP, which won the September 21 elections and is in charge of forming the new government.

    The PUK accuses KDP of delaying the formation of the new cabinet. They have even announced that they will not remain silent should the formation of the new government last longer. The PUK also insists that it has the right to occupy the posts of deputy prime minister.

    “Whoever is nominated to be the next deputy prime minister has to be approved by (Prime Minister) Nechirvan Barzani, because they are going to work together,” Fazil Mirani, the KDP’s politburo secretary, told Rudaw.

    “Everything was discussed, the formation of the government, Baghdad situation, the internal situation of the Kurdistan Region and the KDP. But the process of government formation was discussed more than any other topic,” KDP spokesman Jaffar Eminki told Rudaw after his party’s meeting with President Barzani on Monday.

    Before that meeting, Barzani first held talks with Gorran and PUK.

    “It is not certain that we will meet the demands of political parties or that the end result will be what KDP desires,” Eminki said. “But we have set a framework to finalize the distribution of posts,” he explained, without revealing the agreed framework or providing any other information about the recent practical steps by KDP.

    “We have discussed everything, but we will not announce it until we reach a concrete outcome,” Eminki added.

    Eminki went on and said that in their meeting with the president of Kurdistan Region “the key to solve the problems of government formation and distribution of posts was found and with that key, disagreements over formation of the eighth cabinet will be sorted out.”

    Hakim Qadir Hama Can, administrator of the PUK politburo, told Rudaw that in his party’s meeting with President Barzani, “We agreed to expedite the distribution of posts of the next cabinet and not to delay the formation of the government any longer.”

    According to Rudaw sources, in the next meetings with Gorran and PUK, KDP will offer two proposals. Also, the KDP will not receive the ministries of finance and economy, but who they will go to remains undecided.

    After the Kurdistan legislative election in which Gorran pushed PUK to the third place, relationships between KDP and PUK have soured a bit.

    “In the last few days, the KDP politburo held several meetings in which the internal situation of our ally, PUK, was thoroughly discussed. PUK leaders have asked president Barzani to support PUK in overcoming its current internal crisis and president Barzani expressed his readiness to fully support PUK in any possible way,” Eminki added.

    Sources tell Rudaw that Barham Salih, deputy secretary general of the PUK who had resigned from his post early this month, will be meeting with President Barzani.

    Rudaw also has learned that the Islamic Republic of Iran and KDP are in contact with PUK to help the party overcome its current crises.

    Former US Diplomat Provides Overview of Kurds in Middle East

    WASHINGTON DC – At a seminar titled “Kurds and Kurdistan,” former US diplomat and onetime adviser to the Kurdistan Regional Government (KRG) Peter Galbraith provided an overview of the Kurdish situation in Iraq, Turkey, Syria and Iran.

    Galbraith, a former US Ambassador to Croatia who advised the Kurds during constitutional negotiations with Baghdad following Saddam Hussein’s 2003 downfall, remembered the difficult years when Iraqi Kurdistan became a self-governing region in 1991.

    “Iraq was under sanctions. There was no money to pay salaries. There was limited electricity. Kurds’ only source was smuggling of oil,” he recounted before an audience of senior citizens.

    Speaking about the current situation in the Kurdistan Region, and contrasting it with the rest of Iraq, Galbraith noted that American citizens needed a visa to travel to Iraq, but not to the Kurdistan Region.

    He noted that many international airlines do not fly to Baghdad, but they do to Erbil.

    Talking about his most recent visit to Kurdistan, Galbraith said each time he goes to Erbil he cannot recognize the city because of the rapid development.

    Focusing on Turkey, Galbraith noted that more than half of the world’s Kurds live in that country.

    “Turkish policy has evolved dramatically. There is recognition of the Kurdish identity, recognition of broadcasting in Kurdish and possibly teaching, education in Kurdish,” he recounted.

    He contrasted the present situation against 2003, when Ankara was adamantly opposed to any Kurdish advances, including in Iraqi Kurdistan.

    “Ironically, now President Barzani is received as the head of state in Turkey, while the Turkish foreign minister goes to Erbil and doesn’t tell the Iraqi government that he is going to Kurdistan.”

    Talking about ongoing relations between Turkey and Iraqi Kurdistan, Galbraith stressed the importance of the recent oil export pipeline built by Turkey, connecting Kurdistan to its Mediterranean port of Ceyhan.

    The American diplomat also elaborated on Turkish treatment of its own Kurds, explaining that an internal democratization process is happening through the European Union.

    He added that Ankara sees Iraqi Kurds as potential allies against Iranian- dominated Shiite Iraq.

    Briefly touching on the Kurds in Iran, Galbraith claimed there was always recognition of Kurdish identity in Iran, and a province called Kurdistan also existed.

    “In fact the first expression of Kurdish nationalism in the 20th century was in Iran, when the Mahabad Kurdish Republic was declared, which lasted 11 months.”

    Galbraith also touched very briefly on Syria, and reminded the audience that Syria was officially called the “Syrian Arab Republic.” He said Kurds were deprived of basic rights and did not even have citizenship.

    He added that Turkey was nervous about the situation in Syrian Kurdistan because of the control there of the Democratic Union Party (PYD), which is linked to the Kurdistan Workers’ Party (PKK).

    “This is why Turkey is nervous about the situation in Syria,” he said. He added that, although Kurds were repressed by the Damascus regime, they did not join the opposition because they do not trust the opposition to accommodate them in a new Syria.

    SLC MP criticizes revealing MPs' names voted for Article 38 within Pension law

    Baghdad (AIN) –MP, Shakir al-Daraji, of the State of Law Coalition headed by the Premier, Nouri al-Maliki, criticized revealing the MPs' names voted for Article 38 within the Pension law.

    He stated to All Iraq News Agency (AIN) "This Article must be amended to achieve justice to all Iraqis in their pensions."

    "Revealing the MPs' names voted for this Article is incorrect where we should not be engaged in political issues rather than settling this issue and amend this law," he concluded.

    Laban justifies voting for Article 38 of Pension law

    Baghdad (AIN) –MP, Sadiq al-Laban, of the State of Law Coalition justified voting for Article (38) of the Pension law.

    Speaking to AIN, he said "Voting on this Article was exploited by the political blocs to achieve some interests because they realized that the citizens are provoked from the officials' privileges."

    "Some MPs voted for this Article because they have their own reasons and conditions, whereas others did not vote for it because they do not need to have the pensions," he added, assuring that "I did not vote for this Article."

    Shammari said "the need to separate the budget discussions that take place between the political leaders and representatives of the blocks and the government outside the corridors of Parliament and between the sessions to pass important laws, especially as the time became too narrow with the imminent parliamentary elections at the end of the month of April."
