[1/29/2014 11:37:08 AM] kathy 27: The House of Representatives in a race against time to approve the budget before the

    01/29/2014

    MAIN POINTS OF THIS ARTICLE:

    1. The draft budget was bumped to intercept a large number of MPs not to include money for the petro-dollar nationwide oil and responding to demands calling for the increase. But the government has been able to overcome this obstacle by Council of Ministers in its meeting on Tuesday, amending the Law on the budget and increase the amount of dollars to five dollars.

    2. the biggest problem of the outstanding issues between Baghdad and Erbil on the budget is five dollars approved by the Council of Ministers of the provinces of oil without adds to the draft budget, and therefore, the solution is to either restore the budget to the cabinet to fill this gap or authorize the House to find a compromise solution.

    3. predicted Rep. F approving the budget within two months after resolving the issue of the petro-dollar oil and the provinces because of the advanced stages and that they relate to the talks between the federal government and the Kurdistan Regional Government to settle the points of contention between them.

    4. Total budget for Iraq in 2014 about one hundred and fifty billion dollars of oil revenues calculated on the basis of ninety dollars a barrel.

    2. raising the amount from one dollar to $ 5.

    Wed Jan 29 2014 20:21 | (Voice of Iraq)

    Long-Presse / Baghdad

    1. Deputy Prime Minister for Energy Hussain al-Shahristani, said on Wednesday that Iraq "the fifth largest country in the world reserves of natural gas," and that its reserves of oil estimated "150 billion barrels", as pointed out that oil production "will reach 4.7 million barrels per day by 2015,

THANK YOU NED! WONDERFUL ARTICLE TO READ FOR THE ANALYTICALLY MINDED:

    Gorran’s Detailed Analysis of Iraq’s 2014 Budget

    By RUDAW

    POINTS:

    1. The report estimates the Iraqi budget for this year at more than 164.5 trillion Iraqi Dinars, exceeding the 2013 budget by 27 trillion ID.

    2. National income in 2014 is estimated at about 139.6 trillion ID, with a deficit of some 20.8 billion ID.

    3. The International Monetary Fund (IMF) has warned that the Iraqi budget contains “a structural problem” for relying too heavily on oil revenues, making it vulnerable to oil price variations.

    (f) BAM!! HERE WE GO WITH THE IMF.. BIG BROTHER IS “STILL LOOKING FOR DIVERSITY OF IRAQ’S GDP!!” THIS IS WHAT IS SO “IMPORTANT TO BIG BROTHER.” THIS, IN MY HUMBLE OPINION, IS ALL THAT “REALLY MATTERS”. LIKE I SAID, I THINK AT THIS POINT THEY COULD CARE LESS ABOUT THE “POLITICS” BECAUSE OF THE “MENTALITY” OF THE IRAQI LEADERS. IT WILL TAKE DECADES TO CHANGE THE MENATALITY OF THESE PEOPLE….. SO FOLLOW THE MONEY IS THE BOTTOM LINE IMO.

    4. The major portion of the budget – some 99.5 trillion ID -- is allocated for governance, with only about 59.3 trillion ID going to investment, the report says. It shows that 36 percent of the Iraqi budget is allocated for investments, while international standards call for investments between 65-70 percent.

THIS IS WHAT THE BIG BROS ARE LOOKING FOR. AS WE CAN SEE HERE, IRAQ STILL DOES NOT GET IT!! PATIENCE WEEDSKIPPER~

    5. The limited investment budget is expected to negatively impact the improvement of social services and economic infrastructure, which are major public demands.

    6. Gorran notes that the 2014 budget lacks any economic vision. It contains no initiatives to boost local production, decrease imports, create jobs and improving income for Iraqi citizens.

    7. It adds that the bill is focused more on improving military and political strength, containing steep rises for governance, security and defense expenditures,

WE CAN CERTAINLY SEE THE MINDSET HERE IN POINT 7.. THEY ARE SO USE TO “WAR” THAT THEIR MAIN FOCUS IS ON ARMING THEMSELVES. THIS COULD BE FROM THE PARANOIA FROM THEIR PAST, OR FOR A MORE MOLEVELENT REASON PERHAPS. I DON’T TRUST MALIKI WITH WEAPONS.. SORRY… ANY OF THEM FOR THAT MATTER.. WELL MAYBE SHABIBI (LOL)

    8. Defense and security expenditures take up 23.2 trillion ID of the budget, while agriculture outlay is a paltry 4 trillion ID…………….

    9. Industry receives only 415 billion ID – 14 times less than for defense and security.

    DIVERSIFY YOUR GDP IRAQ!!!

    10. “If Kurdistan Region failed to send its domestic revenues to the federal central bank, the central government shall subtract that money from the budget of the Kurdistan Region,” according to a clause in the article, which was contained in previous budgets and can be activated by Baghdad at any time.

The Kurdistan Region has sent its revenues to the central bank in the past, but Baghdad has not agreed to the calculations.

SO THIS IS WHY THE CENTRAL GOVERNMENT AND KURDISTAN ARE ALWAYS AT ODDS WITH EACH OTHER. WHO IS AUDITING THE BOOKS ON “BOTH SIDES”? WHO IS THE WATCHMEN FOR THE WATCHMEN?

[2/1/2014 7:23:34 AM] ned : British report: Iraq may be unable to finance its projects

    WRONG DIRECTION IRAQ!!!! (headbang)
    POINTS:

    1. inability of the Iraqi government to finance its projects or to fulfill its obligations within the next three years.

    2. failure of Iraq's ability to provide other sources of income to finance its budget is the sale of oil as well as to increase government spending by up to 60%, compared to investment spending, the deficit ratio would be significant to the extent that it threatens to halt a number of projects in different parts of the country.

    3. budget for the year 2014 amounting to nearly 150.1 billion dollars is not much different from its predecessors but it was marked this year by an increase in the deficit of 16.7 billion dollars last year to 18 billion dollars at a rate of 12% of the total this budget.

    (f) IN MY OPINION IT IS THIS TYPE OF BEHAVIOUR THAT WILL NOT ALLOW THE IMF, WB TO SAY TO THE CBI, “HEY GUYS!! GO AHEAD AND RAISE YOUR RATE OF CURRENCY TO 3.50!!!)

Key Shiite Iraqi cleric says he quits politics

Associated PressBy SINAN SALAHEDDIN | Associated Press

BAGHDAD (AP) — One of Iraq's most influential Shiite clerics, Muqtada al-Sadr, says he has decided to quit politics, distancing himself from any political movement that uses his name.

Sadr has made such announcements before, but the current declaration comes only two months before national parliamentary elections. Sadrists hold 40 out of 325 seats in the legislature, making them the largest single Shiite bloc, and hold six Cabinet seats.

In the late Saturday statement, al-Sadr said his move was to "preserve the reputation of the al-Sadr (family)... and to put an end to all the wrongdoings that were conducted, or could be conducted, under their title." It did not explain further.

"I announce here that I will not interfere in politics. There is no political entity that represents me anymore nor any position in parliament and government," it said. "Whoever acts against this will be subjected to legal and religious action." He also ordered all Sadr political offices to be closed down.

Al-Sadr came to prominence in the 2003 U.S.-led invasion that toppled Saddam Hussein, whose regime killed his father and grandfather. He established his Mahdi Army militia that fought the Americans and is blamed by many Iraqis for much of the sectarian violence that raged in Iraq in 2006 and 2007.

Meanwhile, Iraq's main al-Qaida breakaway group claimed on Sunday responsibility for an audacious attack on a military barracks that killed 15 troops last week.

The troops were assigned to protect an oil pipeline that sends Iraqi crude oil to international markets, as well as to guard a nearby highway outside the northern city of Mosul. Eight of the soldiers were beheaded in the Monday attack while the rest were killed by gunfire.

Along with the statement, posted on a website commonly used by jihadists, the Islamic State of Iraq and the Levant put up an image of the beheading of one of the soldiers, as well as captured arms and vehicles. They statement also listed other attacks against security forces in and around Mosul, about 360 kilometers (225 miles) northwest of Baghdad.

The authenticity of the statement couldn't be independently verified, but its style was consistent with previous statements.
