    Al-Zubaidi calls on resigned MPs to return back to Parliament

    BAGHDAD / NINA / Head of the citizen bloc, Baqir al-Zubaidi called on resigned MPs to reverse their resignations and return back to practice their role in Parliament .

    He told the National Iraqi News Agency / NINA / "The resignation is incorrect step , especially the circumstances surrounding the country need everyone to be united in order to reach national solutions to these circumstances and crises ."

    He added, " I agreed with the opinion of those who say that there is / predominance / from the government and the judiciary on the role of parliament , but the solutions do not come by resignations ."

    On the security situation in Anbar province, Al-Zubaidi said that " the government should deal seriously with the tribes in the cities of the province and there has to be their representatives ."

    It is mentioned that MPs from Motahedoon coalition and other figures from Iraqiya had submitted their resignations to the Speaker of Parliament, Osama al-Nujaifi, against the backdrop of security incidents in Anbar province.

    The cities of Fallujah and Ramadi have been witnessing clashes between security forces backed by tribes and the elements of terrorist organization ISIS.

    MP: Next parliament session mark start of new crisis over 2014 Budget law

    Baghdad (AIN) –MP, Shayan Mohamed, pointed out "The next parliament session will mark the start of a new crisis over the budget law rather than conducting the first reading of its draft."

    She stated to AIN "The Budget law will be discussed by the Financial Committee of the parliament after being received from the government," noting that "Then it is to be submitted to the Legal Committee for correction."

    "The Budget law endorsement will be delayed due to the lack of agreement between the Central Government and the Kurdistani Regional Government over exporting the oil to Turkey," she concluded.

    IHEC: Not possible to conduct elections in newly formed provinces on time

    Baghdad (AIN) –The Independent High Electoral Commission ruled out the possibility of conducting the elections in the newly formed provinces on time in case the decision of turning some district into provinces endorsed by concerned authorities.

    Deputy Head of the IHEC, Kat'e al-Zubayi, stated to AIN "We have a plan set according to the current number of the provinces but conducting the elections in the newly formed provinces will require new periods to be determined legally."

    "It is difficult to print new voters' records and forming new centers for new provinces," he concluded.

    IHEC identifies date of draw of political entities' numbers participating in next elections

    Bagdad (AIN) –The Independent High Electoral Commission IHEC announced indentifying next Wednesday 29th of January as a date to conduct the draw related to distributing the numbers of the political entities participating in the upcoming Parliamentary elections.


    The Deputy Chairman of the Electoral Commissioners Board, Katea al-Zubae, stated to AIN ''The IHEC identified 29/1/2014 a date to conduct the draw related to distributing the numbers of political entities participating in the upcoming parliamentary elections.''

    ''The representatives of the concerned political entities and the related civil society organizations as well as the media outlets should attend at the draw location which will be revealed by the IHEC later,'' the statement concluded.

    PUK : KRG almost formed

    Erbil (AIN) –The Patriotic Union of Kurdistan, chaired by the President Jalal Talabani, announced that the formation of the new Kurdistan Regional Government will be completed soon.

    The media office of the Patriotic Union of Kurdistan reported in a statement received by AIN ''PUK is keen to participate in the formation of the new government as soon as possible.''

    ''PUK called since the beginning to form a patriotic government where most of political entities participate in order to promote security and peace in Kurdistan Region,'' the statement concluded.

    Kurdish Parties Target Yezidi Vote in Iraq Elections

    The nomination of this large number of Yezidis is justifiable because the majority of the population in the area are from the minority Kurdish sect, said Arif Rushdi, the PUK representative in Mosul.

    ERBIL, Kurdistan Region - Kurdistan’s two main political parties have nominated a large number of Yezidis for Iraq’s parliamentary elections in April, hoping to give the minority a voice in Baghdad and increase their own seats in parliament.

    The Patriotic Union of Kurdistan (PUK) has its own list of 22 Yezidi candidates, and the Kurdistan Democratic Party (KDP) has 25.

    Khairi Shangali, deputy of the PUK representative in Nineveh province, said that the nomination of so many Yezidis will benefit his party’s bloc in the elections, which are due on April 22.

    Sarbast Bapiri, the KDP representative in Shangal, said that his party also hopes to gain more seats by targeting the Yezidi vote in Nineveh.

    The nomination of this large number of Yezidis is justifiable because the majority of the population in the area are from the minority Kurdish sect, said Arif Rushdi, the PUK representative in Mosul.

    In the last Iraqi elections one of PUK’s seats in parliament was secured by the votes it got from the Yezidi community.

    Saeed Batush, a Yezidi politician, said that this large number of candidates will hopefully increase the Yezidi seats in the Iraqi parliament.

    The PUK and the KDP, Kurdistan’s two major political parties together with the opposition Change Movement (Gorran), have often fared well in Nineveh provincial and parliamentary elections thanks to the Yezidi votes.

    Dilshad Naman, a KDP candidate in Shekhan district said that, “The Yezidis always make up 70 percent of the votes cast in favor of the Kurdish bloc in Nineveh.”

    The KDP and PUK, who are partners in the outgoing cabinet, have decided to run separately in the coming elections.

    Local KDP officials say they had suggested a joint list in the province in order to create a united Kurdish voice, but that the PUK had rejected the suggestion.

    “We made the suggestion for a joint list so as to prevent the Kurdish voice from scattering,” said Saeed Mamozini, a KDP official in Mosul. “But the PUK was not receptive to our initiative."

    In response, PUK officials in the multiethnic province say they did not have a good experience running with the KDP in last year’s Iraqi provincial elections.

    “We ran with the KDP on one joint list but the KDP did not give us any administrative posts afterwards,” said Rushdi. “That's why we decided to run separately this time round, and not enter into any kind of alliances."

    Amid Kurdish-Arab Tussle, Iraq’s Yezidis Struggle For Identity

    ERBIL, Kurdistan Region—Throughout the decades Iraq’s estimated 600,000 Yezidis have been mistakenly persecuted as “devil worshippers” for their unorthodox religious beliefs, never sitting comfortably inside a country where a decade ago they were called Arabs, and now are considered Kurds.

    Under Saddam Hussein’s 23-year-rule the Yezidis were sometimes regarded as Arabs in order to tilt the balance in Kurdish regions where they live toward Arab control. That designation saved them from Saddam’s genocidal Anfal campaign against the Kurds.

    Now, the Kurdish government of the autonomous Kurdistan Region, accepts the Yezidis as Kurds.

    Within the community, there is a push and pull between members who consider themselves Kurdish Yezidis, and those who see themselves as wholly distinct from Kurds.

    “The existence of Yezidis dates back to before there was any mention of Kurds, Christianity or Islam,” claimed Mirza Ismail, chairman of the Yezidi Human Rights Organization.

    Although their culture, history, language and folklore are of Kurdish origin from the Bahdinan region, Ismail remains convinced that Yezidis differ from Kurds in ethnicity, religion and culture. But his belief is seemingly based on frustration, not fact.

    “If I apply for college or university in the Kurdistan Region, I can’t apply as a Yezidi. When I come through a checkpoint I can’t say I am Yezidi, I have to say I am Kurdish. For the Christians and Arabs there are alternative options, for Yezidis there aren’t,” he explained. “I don’t want to be recognized as anybody else. I want to be recognized as myself.”

    Historically, Yezidis have been persecuted, oppressed and attacked by Muslims as “devil worshippers”. This is partly due to their belief that good and evil are manifestations of God.

    Today, part of the Yezidi community, which inhabits the northern Kurdish districts of Shingal, Sheikhan and Tlikef, is still subject to persecution.

    A March 2004 report by the United Nations High Commissioner for Refugees confirmed the deterioration of the Yezidi situation following Saddam’s fall. It explicitly highlighted one incident where posters inciting the killing of Yezidis were found around the city of Mosul.

    Khairi Bozari, the head of Yezidi affairs in the Kurdistan government, dismissed claims that the Kurdish authorities oppress the Yezidis. He said that very few Yezidis deny they are Kurdish; they see themselves as religiously Yezidi, and ethnically Kurdish.

    In a 2006 interview Dr Christine Allison, a professor at the University of Exeter in Britain and an expert on the Yezidis, suggested that Yezidi and non-Yezidi Kurdish culture are nearly identical. “Their verbal and material culture is typical of Kurdistan and indeed pretty much identical with non-Yezidi Kurds. Those are facts.” she said.

    The question of ethnicity, however, is often overshadowed by daily instances of political violence and terrorism, primarily rooted in religious motives.

    Yezidis inhabit a Sunni dominated area of Iraq, and this entails two major obstacles: they are often targeted by Al-Qaeda because of their religion, and have little protection because of the Shiite-led central government’s flimsy grip on that region.

    The situation is complicated because large swathes of Iraq’s northern lands are considered “disputed territories,” claimed both by the KRG and Baghdad. The KRG’s Bozari explained that the Yezidis straddle territories where administrative control is divided, claiming that 90 percent lived in regions controlled by the Shiite government in Baghdad.

    Bozari claimed that Kurdish Peshmarga forces had been deployed in disputed areas around Mosul in order to protect the Yezidi community. He insisted that as long as 90 percent of the Yezidi-inhabited areas fall outside the Kurdish regions, they are the responsibility of the central government, meaning that the KRG cannot intervene.

    “It’s a disaster”, he said in reference to the region, “but 90 percent of the area belongs to Iraq”, not to the KRG.

    Mirza, on the other hand, said that the Yezidis were caught in the power struggle between Baghdad and Erbil. “The region has been controlled by force,” he said, explaining that the reason the central government does not intervene is because of the Peshmarga troops deployed in the areas.

    On the ground, and far removed from the world of politics, Yezidi youth are being forced to tackle their own daily problems. Their education is lacking in quality, and they are often faced with overcrowded classrooms, leaving little space for children to learn.

    There is also an absence of universities in the region, explained Mirza, meaning that many young Yezidis are either forced to relocate to continue their education, or forego higher studies.

    “To study we have to go to the Kurdish area or Mosul. If we go to the KRG, we have to register as Kurds to be able to attend university,” explained Mirza. Studying in Mosul is not always possible, due to the dangers in the volatile city.

    “For lack of security, Yezidis in the disputed areas suffer because they cannot attend their studies in Mosul,” explained the Danish Immigration Service in 2001. One of Mirza’s greatest worries is to see an uneducated future generation of Yezidis

    “We have been suffering for centuries and no one bothers to see us,” Mirza complained. “We hope the international community will work with the KRG and the Iraqi government so that the Yezidi people can live and survive too,” Mirza added.

    A recent US Department of State report on religious issues ascertained that there is no proof of violations or oppression by KRG authorities regarding religious minorities.

    Busy week for Kurdistan Region President in Davos

    ERBIL, Kurdistan Region – Kurdistan Region President Massoud Barzani exchanged views with oil company executives, foreign ministers and other top officials at the World Economic Forum in Davos, which he attended last week for a second year.

    On the sidelines of the forum, Barzani and his delegation met separately with Exxon Mobil Chairman Rex Tillerson and Jay Pryor, vice president of Chevron.

    Barzani thanked both officials for the work being done by their companies in Kurdistan, and stressed that the Kurdistan Regional Government (KRG) stood behind them.

    Barzani also discussed bilateral ties and the situation in Iraq and Syria with Swedish Foreign Minister Carl Bildt, who said that before coming to Davos he had urged Swedish companies to look into investing and sending trade delegations to Kurdistan.

    |In his meeting with Barzani, Turkish Foreign Minister Ahmet Davutoglu emphasized the need for continuing talks between both parties over controversial oil exports that Baghdad has been trying its best to block.

    Davutoglu also told Barzani he was happy that Kurdish representatives were part of the Syrian opposition delegation at the Geneva II conference. The two leaders also spoke about the upcoming Iraqi polls in April and the other Middle Eastern issues.

    The political situation in Egypt and Iraq were the focus of discussions between Barzani and Amr Moussa, former secretary general of the Arab League.

    In talks with US Senator John McCain, Barzani discussed bilateral ties as well as the security situation in Iraq, especially in Anbar province.

    Georgian Prime Minister Irakli Garibashvili and his accompanying delegation, which included the foreign and economy ministers, agreed on sending a delegation to Kurdistan to explore how to expand ties with Kurdistan.

    Dutch Prime Minister Mark Rutte told Barzani he was pleased with the substantial progress in ties since their meeting last year at Davos, and hoped the ties would improve even more.

    Rutte praised the KRG for hosting such a large number of refugees, which have come to Kurdistan from Syria and other parts of Iraq, and said his government understands the burden this places on Erbil.

    “We now have about 250,000 Syrian refugees, mostly Kurds, in Kurdistan,” Barzani told Rutte. “For us, it’s both a humanitarian and national obligation to look after them,” he said, adding that he hoped “the international community will be more forthcoming in providing aid to the Syrian refugees in Kurdistan.”
