The vice president of the Coalition Mohsen Saadoun said in an interview for "Alsumaria News", "The government's decision to transfer the districts of Tuz and Tal Afar and the Nineveh Plain and Fallujah to the provinces is not based on the law and contrary to the Constitution," pointing to "the absence of law in Iraq, based upon the government or parliament introduction provinces ".
He explained that "provincial law No. 159 of 1969 and the decision of the Coalition Provisional Authority No. 71 has been canceled by the provincial parliament, the law No. 21," noting that the latter law "does not allow for the government and parliament, the introduction of new provinces."
He continued that "the Kurdistan Alliance object of the constitutional and legal to make the districts of Afar and Tuz provinces until the implementation of the mechanisms of Article 140 of the Constitution, as the common areas between the Kurds, Turkmen and Arabs, known as the disputed areas."
