    Gazette report for December 18, 2013

    We have four new laws in the gazette as of this posting. Over the past two hours, four laws have been uploaded.

    1) Act of accession of the Republic of Iraq to the Convention on international trade in endangered species of wild fauna and Flora (29) 2012 Arabic Original Document 19 Dec 2013

    2) Instructions No. (5) for 2011 to facilitate the implementation of the provisions of the law imposing income tax on foreign oil companies contracted to work in a postwar Iraq, no. 19 of 2010 revised Arabic Regulations 19 Dec 2013

    3) Instructions No. (2) of 13 tasks and social welfare for women Arabic Original Document 19 Dec 2013

    4) Act of accession of the Republic of Iraq to the Convention establishing the Organization, Arabic for communication and information technologies (33) of 2013 Arabic Original Document 19 Dec 2013

    Does anyone else think that they're saying they're training the old ministers on how to transition the new ministers into their new seats, and are also training the new ministers on how to assess past performances of their predecessors? I thought these ministers were already seated? But, this CoM announcement makes it sound as if they're being prepared to be seated soon - especially since we've seen articles from the CoM , as well as other articles that law No 21/Law of the provinces, is at least in part going to turn over the powers to the provinces to allocate ration card as well as oil distribution payments. Perhaps this article is further evidence that they're preparing these ministers, based on allocation an other necessities to take over after the first of the year, in accordance with Law No 21 - this law is still being disputed by Maliki, but as it's still in the gazette, I do not believe it has been struck from the gazette.
