    He stressed that the Iraqi Government has a strategy of making Iraq, in the near future, one of the biggest countries in the petrochemical industries; and its desire that Lukoil becomes one of the big companies that contributes to developing this industry, as well as the Uric fertilizer, along with its activity in West Qurna.

    For his part, Alekperov affirmed that West Qurna 2 Project is in its final stages, and that production will start during the first quarter of the coming year with a capacity of 150 thousand barrels a day up to 400 thousand barrels a day by the end of 2014. He expressed his Company’s desire to enter into the petrochemical project and develop Nasiriya field, construct a giant refinery with a capacity of 300 thousand barrels a day, pointing out that it will be the World’s 21st Century Refinery.

    Deadly Attacks Rock Kirkuk Neighborhoods, Baghdad

    KIRKUK, Kurdistan Region – Just days after a deadly attack on the Iraqi Intelligence headquarters in Kirkuk, another seven explosions rocked different neighborhoods in the multi-ethnic city, killing and wounding at least 10 people.

    Also on Sunday, a series of car bombs and improvised explosives exploded in different neighborhood of Baghdad, killing at least 60 people and wounding more than 100, according to police and health officials.

    In the Kirkuk attacks, sources told Rudaw that two of the explosions occurred in front of the house of an intelligence officer, without causing casualties.

    Police sources said that another blast hit a civilian car in the Wasit neighborhood of southern Kirkuk, killing a child and wounding another person.

    Two more bombs exploded inside an unfinished house in Kornish Street, where the roof collapsed and killed several workers who were living on the site, police sources said.

    In the Domiz neighborhood, an improvised bomb caused material losses, but no casualties.

    Last week, militants attacked and took control of the Iraqi Intelligence Headquarters in Kirkuk and the city’s Jawahir Mall. They killed 11 people and wounded 50 others, including security forces.

    Iraqi government forces managed to overpower the attackers and clear the intelligence building and mall after several hours of intense clashes with the militants, who were from the Islamic State of Iraq and Sham (ISIS), an al-Qaeda affiliate.

    In a different incident, a hand grenade was hurled into the home of Kawez Parwez, a Kurdish journalist in Kirkuk working for Zagros TV, which belongs to the Kurdistan Democratic Party in Kirkuk.

    "I was sitting at home when it happened and I was slightly hurt by smashed glass from a window,” Parwez told Rudaw by telephone. "I don't have any personal feud or social issues with anyone," he added.

    The attacks came only days after the murder of Kurdish journalist Kawa Garmiyani, the 32-year-old editor-in-chief of Rayalla magazine, who was shot dead in the town of Kalar in Iraqi Kurdistan on Thursday.

    Garmiyani's killing drew numerous condemnations and protests by officials, the Kurdistan government, journalists and local and international human rights organizations.

    The Syrian civil war, coupled with protests by the Sunnis in the provinces of Anbar, Kirkuk and Saladin since January this year have fueled the worsening security situation in Iraq. The Sunnis accuse Iraqi Prime Minister Nuri al Maliki of marginalization, unfair treatment and launching a security campaign against them.

    SBV has no plan to adjust exchange rate (06/12/2013)
    Over the past two days, the VND/USD exchange rate has been slightly up although it has ranged within the set band and lower than the fixed ceiling exchange rate. However, based on the positive performance of the macro -economic condition as well as the development in the money market and the inter-bank market, the State Bank of Vietnam (SBV) confirms that there is no foundation for the adjustment of the exchange rate and the SBV will not adjust the exchange rate from now until end 2013.

    In the recent time, the exchange rate in the inter-bank market was relatively stable and lower than the buying VND/USD exchange rate of 21,100 by the SBV; therefore, the SBV has bought a large amount of foreign currencies in order to increase the international reserves. Over the past two days, the VND/USD exchange rate has been slightly up, and traded at 21,150 this morning. According to the SBV assessment, foreign currency supply and demand remains balanced. Vietnam’s trade deficit for 11 months was at a low level (USD 96 million, equivalent to 0.08% of the total export value). Vietnam’s trade surplus was USD 50 million in November. The current account has been continuously surplus from the beginning of 2013 until now. It was approximately USD 7.2 billion in the third quarter of 2013 (over 4% of GDP) and was a high surplus as compared to the previous years. The total balance of payment for the whole year of 2013 is expected to be at USD 2.5 – 3 billion. Moreover, the transactions, foreign currency position and foreign currency trading of credit institutions have developed normally; the liquidity has been improved, thereby reflecting the supply and demand balance in the market. Therefore, it can be said that the exchange rate movements in the recent days mainly stemmed from psychological factors and the expectation of exchange rate adjustment due to the impact of the assessment of exchange rate management in the report on macro-economic condition for 11 months of 2013 by the National Financial Supervision Commission.
