    Shirshab expects endorsing only 2 law drafts within current term of parliament

    Baghdad (AIN) –MP Adil al-Shirshab of the State of Law Coalition expected that “The Parliament will exhaust its remaining time of its current term in discussing the two law drafts of the 2014 budget and General Retirement.”

    MP Shirshab stated to AIN “The remaining time for the current parliament is limited and it has two important law drafts represented by the general retirement law draft and the 2014 law draft which will exhaust the current term of the parliament,” noting that “The Iraqi parliament missed great opportunities to endorse many important law drafts because of the political disputes among the blocs.”

    Shirshab who occupies the post of the head of the Education Parliamentary Committee added “The education Committee has a suggestion for law draft to grant the students and pupils a monthly salary of (30,000 IQD) which we try to include it within the next budget.”

    It is worth to mention that the financial grant allocated by the Parliament earlier for the University students has not been paid for them yet.

    In Southern Iraq, Basra Threatens Autonomy

    ERBIL, Kurdistan Region - Local authorities in Iraq’s southern Basra province have threatened to break away from the central government in Baghdad and create an autonomous region of their own.

    The warning comes as the country is grappling with increasing violence and Baghdad is failing to deliver basic services to the province.

    In the north, Iraq’s Kurds run their own autonomous Kurdistan Region.

    The idea of an autonomous Basra was rekindled by MP Wail Abd al-Latif, who told Rudaw that, “Efforts toward making Basra an autonomous region is a project and not a trump card against the central government.”

    He noted that this project has been in the making for a number of years and conforms fully to the Iraqi constitution.

    Just days before drafting the final version of the Iraqi constitution in 2005, the issue of a southern Shiite autonomous region caused heated divisive debate among Iraqi politicians.

    An autonomous Shiite region that includes several southern provinces is considered the brainchild of Abdul-Aziz al-Hakim, the former leader of the Supreme Islamic Council of Iraq (ISCI).

    Hakim advocated for a Shiite autonomous region modeled after the Kurdistan Region. However, divisions between Shiites and strong Sunni opposition defeated the project.

    According to Abd al-Latif, the project has the full backing of Basra’s residents. He said that the marginalization of the province by the central government is the main reason behind it.

    “Starting this month, the committee assigned with making Basra an autonomous region will take new legal steps through forming a council made up of representatives from all the towns and sub-districts of Basra,” he said.

    Basra is often considered as Iraq’s lifeline, thanks to its rich oil wealth and other natural resources. It is also the country’s only gateway by sea to the outside world.

    In 2010, 22 members from 35 Basra Provincial Councils signed a petition demanding Baghdad hold a referendum in the province in accordance with the Iraqi constitution, so that residents can choose if they want to remain under Baghdad or form their own autonomous government. But the demand fell on deaf ears at the prime minister’s office.
    The State of Law party of Prime Minister Nuri al Maliki’s weak performance in the April 20 provincial elections in Basra, in which the party’s seats decreased from 22 in 2009 to 16 in 2013, could help revive the idea of a Basra autonomous region.

    Abd al-Latif argued that the Basra region would not resemble Kurdistan because the Kurdistan Region was already an established fact on the ground.

    “If Basra became an autonomous region, it would be different from the Kurdistan Region, because the Kurdistan Region was a reality before the formation of the new Iraq and its achievements were incorporated into the Iraqi constitution,” he explained.

    “The region of Basra would be compatible with the current Iraqi laws and constitution,” he said.

    Jawad Bazouni, a member of parliament from Basra and a strong advocate of its autonomy bid, told Rudaw that, “the current Iraqi constitution defines Iraq as a federal country, so it is within the rights of each governorate to demand autonomy.”

    Bazouni complained that for years, under various justifications, Basra’s bid for autonomy has been delayed.

    Over the past several months the Sunni provinces of Anbar, Salahdeen and Diyala unilaterally declared autonomy from Baghdad, citing worsening security, unfair treatment of Sunnis and lack of services by the government. However, Baghdad dismissed the moves as “unconstitutional.”

    Mixed Feelings Over Barzani’s Visit to Diyarbakir

    Kurdistan Region President Massoud Barzani is expected to arrive in Diyarbakir, the largest Kurdish city in Turkey, on Saturday. He will meet with Turkish Prime Minister Recep Tayyip Erdogan; attend the inauguration of government projects and partake in some wedding celebrations.

    Barzani’s invitation to Diyarbakir clearly marks a break from the traditional Turkish policy towards the Kurds in the whole region. It is true that provincial elections are coming in March next year and Erdogan wants to win Kurdish voters. But the story of the visit cannot only be read from this angle.

    As a prominent Kurdish leader, Barzani will be the first to visit Diyarbakir and be received as the president of the Kurdistan Region. This has symbolic significance at the minimum. Unlike previous Turkish governments, Turkey’s foreign policy under Erdogan’s Justice and Development Party (AKP) has shown flexibility and leniency toward the Kurds.

    This has to do with several factors. First, Kurdistan is rich in hydrocarbon resources -- something that Turkey is in desperate need of. Secondly, the recent Arab spring further pushed AKP to embrace the Kurds more pragmatically, to avoid any security fallouts of the kind seen on Arab streets. And of course, the peace process with the Kurdistan Workers’ Party (PKK) is a soft way to defuse historical tensions between Turks and Kurds in the region. Barzani has been invaluable for Ankara on all of these issues. In return, Ankara is almost working as protector of the Kurdish enclave in northern Iraq. It has helped Kurdistan to be economically developed and soon it will have its own independent source of income from its nearly-completed pipeline.

    As Barzani prepares for his trip, there are mixed feelings on both sides of the border. Some of the Kurdish leaders from northern (Turkish) Kurdistan have already argued that the AKP wants to use Barzani to attract traditional Kurdish voters that have gone to the pro-Kurdish Peace and Democracy Party (BDP) in the previous election. Meanwhile, the Turkish nationalists view Barzani’s visit as another attempt to divide Turkey.

    Selahattin Demirtas, the co-chair of BDP, said he welcomed Barzani’s visit as long as it did not harm the Kurds politically.

    “From Erbil to Amed (Diyarbakir) is Barzani’s home and Barzani can be considered an experienced politician if he does not become a tool for AKP’s election campaign,” said Demirtas at a press conference in Paris.

    Ahmet Turk, the co-chairman of the DTK (Democratic Society Congress) warned about AKP’s plans to undermine Kurdish political parties in Turkey by inviting Barzani. He believes that Barzani’s invitation is aimed at the March elections. “Barzani should interpret the Kurdish people’s expectations correctly. Some people may have invited Barzani for the next elections. I hope that Mr. Barzani notices this,” Turk said earlier this week.

    After returning from a visit to Baghdad last Monday, Turkish Foreign Minister Ahmet Davutoglu told journalists: “We are happy when we see bonds between Turkey and Bosnians or Albanians in the Balkans. The same is valid for Kurds as well. This is in fact a part of our normalization and reflection of self-confidence. In the past, there were those who were against any contact between Kurds inside Turkey and outside, as if it would be the end of the world.”

    Relations between Turkey and the Kurdistan Region hit an iceberg when Barzani threatened to intervene in Diyarbakir in 2007 in response to Turkish interference in the Kurdish city of Kirkuk.

    "We will not let the Turks intervene in Kirkuk," Barzani said at at the time in an interview with Al-Arabiyah television. "Kirkuk is an Iraqi city with a Kurdish identity, historically and geographically. All the facts prove that Kirkuk is part of Kurdistan," he said.

    Erdogan declared that cabinet members and deputies will attend collective opening ceremonies in Diyarbakır next Sunday. “All together, we will embrace the people of Diyarbakır in our province of Diyarbakır,” he said.

    The main opposition Republican People's Party's (CHP) deputy chair Sezgin Tanrikulu, a Kurdish politician from the southeastern region, cautioned Barzani to watch his reputation.

    “Mr. Barzani is a prestigious name of the 50-to-60-year-long political struggle of the Kurds. He has earned this reputation from the struggle in his personal history. I hope that he takes care not to sacrifice this reputation to internal political strife, conflicts and fights in Turkey,” he told journalists.

    On the other hand, the Iraqi Kurdish parties are divided over Barzani’s trip to Diyarbakir.

    The leader of the Kurdistan Islamic Union, Muhammad Rauf, believes that Barzani’s trip will contribute to the peace process and strengthen Kurdish-Turkish ties. In the meantime, he lamented that Barzani’s trip is only tied to the upcoming election in Turkey.

    “What’s important is contribution to the peace process and everyone is looking out for his own interests, and we are looking for the interest of our people in Northern Kurdistan,” Rauf told Rudaw.

    However, Muhammad Hakim, an official of the Kurdistan Islamic League (Komal) told Rudaw, “such relations between the Kurdistan presidency and Kurdistan government with the neighboring countries are murky for us, therefore I cannot comment on this.

    The main Kurdish opposition group, the Change Movement (Gorran), also warned that Barzani’s visit to Diyarbakir would not serve Kurdish interests.     Iraq: Oil companies tighten security following attack

    BAGHDAD — Foreign oil companies operating in Iraq have tightened security procedures at the sites they manage as a precaution following a Nov. 1 attack on the Ahdab oil field, 180 kilometers [50 miles] southeast of Baghdad in Wasit province. Unidentified gunman stormed the site, west of Kut, and made off with money, weapons and equipment.The Oil Ministry has reassured the companies that the incident involved theft and nothing more.

    The Ahdab field was developed and operated by the China National Petroleum Corporation (CNPC) under a technical services contract with the Iraqi government. Operations began there in 2011.

    Simon Daman Willems, managing director of Shell Iraq Petroleum, told Al-Monitor, "Iraq is still experiencing security tensions. We believe that the Iraqi government is serious about fighting armed groups that are trying to affect the Iraqi economy through its oil exports." He also acknowledged, "Oil companies are certainly reassessing their calculations with respect to the targeting of work sites in Iraq, which is still witnessing security breaches in all sectors."

    Willems said his company is continuing to develop and administer the Majnoon field, one of four huge fields in Basra province, to reach the highest production possible. Iraq is counting on the big fields in the south to double its oil production, which currently stands at around 3 million barrels per day.

    The Majnoon field is one of the five largest in the world. According to Willems, the Iraqi Oil Ministry believes it contains some 38 billion barrels of oil. The ministry contracted the field to Shell in 2010 under the second licensing round.

    Sahib Awid al-Jalibawi, head of the Security Committee for the Wasit province local council, confirmed that the Ahdab attack was not an act of sabotage. He blamed the success of the operation on deficiencies on the part of the field's guards, noting that the intruders had stolen communications equipment and laptop computers, along with cash, thus removing any doubt that the attack constituted a general threat to the field.

    Speaking to Al-Monitor, Jalibawi asserted, "The attack on the Ahdab oil field by an armed group is nothing more than a case of armed robbery carried out by some weak individuals." He added that the local government had formed a committee to investigate the incident and had met with Chinese and Iraqi workers during a visit to the field. They said that they had not experienced similar incidents in the past, making the robbery a unique event to date.

    Meanwhile, the Oil Ministry continued to downplay the importance of the attack. Ministry spokesman Assem Jihad told Al-Monitor, "The incident will not affect the work of foreign oil companies operating in Iraq." He stressed, "Foreign companies will not back down when it comes to developing the oil fields that they won [contracts for] in licensing rounds. Likewise, [they] will continue competing for investment [opportunities] in other oil fields, if presented by the Iraqi government in the future. These companies were aware of the security situation in Iraq before beginning work here.”

    The parliamentary Oil and Energy Committee meanwhile has considered that a repeat attack might negatively affect the work of these companies and the development of the country's oil fields. One of the committee's members, Uday al-Awadi, told Al-Monitor, "The provincial administrations and the Iraqi government must deal with such incidents seriously, by cooperating with foreign oil companies and providing security for their work via coordination with the security services in the province." He further noted, "Iraq still suffers from attacks by al-Qaeda, [and] some [other] armed groups, on oil sites and pipelines."

    Iraqi militants have repeatedly targeted the main northern pipeline. It was constructed in the 1970s to transport 1.6 million barrels per day to Ceyhan, the Turkish port on the Mediterranean. These attacks have hindered plans to increase exports.
