American expert believes that Iraq needs 20 years to get out of the current crises

    07-11-2013 | (Voice of Iraq)

    Washington: Mohammed Ali Saleh
Despite the continued killing of Iraqis each other, and increase Finally, until he almost does not matter the number of deaths every day, despite the continuing sectarian tensions, ethnic, says expert American specialist on Iraq he was optimistic than pessimistic, adding that «the tunnel Iraq is long, but at the end of the light».
D said. Michael Knights, an expert at the Washington Institute for the Near East, said that «After 20 years, I think that Iraq would be out of the current ordeal, and will be a leader, and tolerant, and open». He added that «a lot of media images about the problems of Iraq where exaggerations: many killings, but less than it was. Also, murder is not in Iraq alone. And refuses Knights describe what is happening to the civil war, and says: 'I was in Iraq during the most difficult years 2006 and 2007, but were not those years of civil war. Not now. Although many Iraqis criticize the government of Nouri al-Maliki, remains two factors: first, many political parties keen to stay in parliament and in the government, and secondly, the Kurds are keen not to enter into a military confrontation with the government in Baghdad.
Asked about what it represents al-Qaeda threat in light of escalating attacks Finally, Knights said: «not only withdraw our troops from Iraq, withdrawn, too, spying devices, surveillance and stalking. Withdrawn giant linking capabilities satellites what is happening on the ground, probably in every street, in every home. Thus, we gave the (base) a chance to re-coordinate their activities, and continues to murder. The second reason is that the (base) benefited from the general public anger against the government, anger at corruption, chaos, and failure to provide services. Apart from the regional and sectarian affiliations and ethnic ». He continued: «The third reason is that (al Qaeda) has increased its activity in neighboring Syria, and western Iraq became a center, not only to be killed there, but, also, to finance the killings in Syria.
Asked about his expectations about the future, Bates expressed his belief that Iraq will emerge from the current ordeal after twenty years, he said, adding: «I think, too, that the Iraqis will come out of the current predicament, more aware, and progress, and effectively. Inside the home and in the region. Asked about it is probably the only one who seems optimistic about the future of Iraq, he replied: «unmistakable Fahmi. Iraq in a very difficult situation at the present time. But I think that officials in Iraq, we will benefit from our mistakes in Iraq. After the invasion, we استهدفنا year by the fact that the regime of Saddam Hussein was a Sunni regime in the foundation. And Khaltna between Sunni fighters and peaceful year. Here are the Maliki government committed the same error, nor must it will arrive at where we are we are. This is what I focus on it. Not at the present time, but in the future.
In response to the policies of Prime Minister Nuri al-Maliki, says Knights: «through us and our presence in Iraq, we said that the problem was not Saddam Hussein, as far as the central Iraqi regime was strong. For this, we focused on decentralization, and this we set فصلناها in the Constitution. But, after that we came out, al-Maliki returned to the central Saddam Hussein strong (...) and surrounded himself with a group of angry Shiite, if not revenge. They dominated the nominations for the armed forces, courts, and the central bank. He adds that «the basis of Iraq's problems is no difference between Sunnis and Shiites, Arabs and Kurds. But between centralization and decentralization. Between that governs all the territory of the same, and that control of Baghdad Iraq sentenced strong, and again, I say that the Iraqis, someday, will choose decentralization.
On the responsibility of the United States of what is happening in Iraq, illustrates the Knights: «We are happy because we are out of Iraq. Alice we are out evidence that we were convinced that we were wrong? I prefer not to focus on the past, but avoiding mistakes, and focus on the merits. Asked about this 'beauties', he replied: «if not anything else, decentralized constitution, which we have set, which I think it solve Iraq's problems, as I told you. It is clear from your question that you say that we deliberately forget about Iraq, and expelled from our memories after that we came out of it. This was true during the past two years. But, here is the Minister of Foreign Affairs John Kerry is trying to put an end to this neglect, or oblivion.

Baghdad owes the Kurdistan region $19.5 billion 6.11.2013
    November 6, 2013

ERBIL-Hewlęr, Kurdistan region 'Iraq',— The Iraqi Federal Government owes the Kurdistan Regional Government (KRG) 27 trillion ID, (approximately $19.5 billion); while the KRG has sent $1 million to Baghdad, a Kurdish official says.

Rasheed Tahir, the KRG Deputy Minister of Finance, told Basnews that the federal government has yet to pay the Kurdistan region its share of the Iraqi budget, which includes the sovereign and governance expenses and Kurdish national forces’ (Peshmerga) budget, amongst other sectors.

Tahir insists that KRG leaders should be more forceful in their attempt to receive money from Baghdad. It is the Kurdistan Region’s right, he said.

“We have already discussed the issue with the Kurdish representatives, in an attempt to work on the issue in a more intensive way,” he added.

“We have already sent an official letter to the Iraqi government, asking for unpaid expenses between 2004 and 2012 to be paid back to the KRG,” the official said.

According to Tahir, Baghdad has accused the KRG of not sending oil revenues to Baghdad, but “we have sent $1 million in revenues,” he said.

Tahir said that the KRG received the 2008 complementary budget, but that the Iraqi government has not paid since.

Najiba Najib, a Kurdish MP in the Iraqi Parliament, said that they have tried to get Kurdistan’s financial rights back.

Disagreements between Baghdad and Erbil over oil revenues and budget are on-going and appear to be worsening.

According to the Iraqi constitution, the Iraqi government should send 17% to the Kurdistan Region,www.Ekurd.net but Kurdish officials have often said that Baghdad only sends 10-11%.

Iraq minister, BP CEO visit Kirkuk to win support for oil deal
    Wed Nov 6, 2013 10:26am EST

    * Iraq oil minister, BP CEO visit Kirkuk oilfield

    * Kirkuk governor pledges full support for BP deal

    * BP to boost output from Kirkuk oilfield

KIRKUK, Iraq, Nov 6 (Reuters) - Iraq's oil minister and the chief executive of BP paid a rare visit to the northern Kirkuk oilfield on Wednesday to win over the local government before the UK major starts to revive the field, which straddles the border with autonomous Kurdistan.

Baghdad signed a deal in early September for BP to develop the giant oilfield, allowing the company to negotiate access to significant reserves in the north in return for helping to arrest a huge decline in output.

Kirkuk's oil riches are at the centre of a crisis within the national government of Sunni, Shi'ite and Kurdish parties over how to share power. The KRG rejects BP's Kirkuk pact as illegal, because it has not been consulted.

The project has, however, won crucial support from Kirkuk's governor, Najimeldin Kareem, a Kurd.

"We will provide complete support for BP to develop Kirkuk oilfield because it will generate a significant benifit for the province in relating to petrodollar revenues", Kareem told reporters in Kirkuk.

Oil officials with Iraq's state-run North Oil Co (NOC) said Iraqi Oil Minister Abdul Kareem Luaibi accompanied BP CEO Bob Dudley to the 78-year-old oilfield - where output has slumped to around 280,000 barrels per day (bpd) from 900,000 bpd in 2001.

"BP has ambitious plans to boost production from the Kirkuk oilfield to achieve big benefits for Iraq and the people of Kirkuk," Luaibi told reporters.

The company would work on the Baghdad-administered side of the border on the Baba and Avana geological formations. Kirkuk's third formation, Khurmala, is controlled by the Kurdistan Regional Government (KRG) and being developed by the Iraqi Kurdish KAR group.

The agreement allows the British oil major - which already operates Iraq's biggest oilfield, Rumaila - to boost its exposure in the world's fifth biggest holder of oil reserves.

Baghdad hopes BP will eventually sign a technical service contract at Kirkuk like the one for Rumaila, an Iraqi oil source said. The company expects, however, to negotiate better commercial terms for this contract, industry sources said.

At the start, BP will spend up to $100 million to help stop Kirkuk's decline and carry out surveys to get a clear picture of the field. Iraqi officials have said they would like BP to raise production capacity to around 600,000 bpd in five years.

Iraq's central government and the KRG are locked in a widening dispute over control of oil exports, oilfields and territory that is fraying the country's uneasy federal union.

Baghdad insists it alone has the sole authority to sign deals and export oil, but Kurdistan says the constitution allows it to agree to contracts and ship oil independently of Baghdad.

Exxon, Chevron and Total have infuriated the central government by signing lucrative production sharing agreements with the KRG. BP has no interest in pursuing upstream opportunities in Kurdistan, industry sources said.

"Today's visit succeeded in securing the complete support from the local government of Kirkuk and that's exactly what was needed for BP to start developing the Kirkuk oilfield," a senior oil official told Reuters.
