    About the Speakers
    Dr Sinan Al-Shabibi was governor of the Central Bank of Iraq from September 2003 to October 2012. A supporter of Central Bank independence, he is credited with stabilizing the exchange rate and reducing the inflation rate from about 50 percent in 2004 to about 5 percent in 2012. He was also directly involved in several IMF and World Bank cooperation programmes and contributed to the Paris Club deal to restructure Iraq’s debt. In 2010, he appointed the pioneering architect Zaha Hadid to design the Central Bank’s new headquarters in Baghdad. He was replaced in October 2012 while out of the country on official business.

    Previously, Dr Al-Shabibi was Senior Economist at the United Nations Conference on Trade and Development (UNCTAD) in Geneva from 1980 to 2003. He was Chief of the Plan Preparation and Co-ordination Division at the Iraqi Ministry of Planning from 1977 to 1980, and Head of the Imports and Marketing Section at the Iraqi Ministry of Oil from 1975 to 1977.

    Dr Al-Shabibi holds a B.Sc. in Economics from Baghdad University (1966), a Diploma in Advanced Studies in Economic Development and an M.A. in Economics from the University of Manchester (1970, 1971), and a Ph.D. in Economics from the University of Bristol (1975).

    Mark Dempsey is an experienced banker, having worked with the EUREX Futures and Options Exchange in Frankfurt, BNP Paribas and Depfa Bank Plc. Most recently Mark was regional director for the Financial Services Volunteer Corp (FSVC), a US non-profit organisation dedicated to the rebuilding of financial systems. In that capacity, Mark spent from 2008 to February 2012 working on a programme of technical assistance with the Central Bank of Iraq, based in Amman, Beirut and Baghdad. Mark has written for a number of publications on Iraq, including the Financial Times and the Irish Times.

    Mark has a BA in Economics & Finance from the University of Ulster and an MSc in European Economics and Public Affairs from the Dublin European Institute, University College Dublin, Ireland.
