Inside America: Can Oil get the Kurds Independence?

    By Namo Abdulla

ERBIL, Kurdistan Region – It is often said wars can make nations. A notable example is the United Sates, which came into being as a result of the American Revolution of the last half of the 18th century.

Not all national struggles, however, have borne fruit. For nearly a century, the Kurds, estimated at 30 million people, have waged war after war for their liberation from repressive governments in Iraq, Turkey, Iran and Syria. They have never achieved statehood.

But over the past decade, Iraqi Kurds have made unprecedented advances in northern Iraq. The semiautonomous region enjoys a degree of stability and economic boom that remains a dream for most Iraqis. Baghdad has little control over how the Kurdistan Regional Government runs its domestic and even foreign affairs.

Kurdistan’s achievements are coincided with its discovery of significant oil fields that have turned the region into an economic hub for regional and global oil companies including Exxon-Mobil, Total, and Chevron. Turkish firms own the lion’s share of investment in Kurdistan.

So can oil get the Kurds an independent state?

Rudaw’s Namo Abdulla discusses this subject with:

    - Howri Mansurbeg, Vice President of Soran University. Mr. Mansurbeg holds a PhD in petroleum engineering from Uppsala University. He has worked for several international oil companies including

    - Denise Natali, a prominent expert on Kurdish nationalism in Iraq and Turkey. Denise, currently teaching at the National Defense University, is the author of most recently Kurdish Quasi State.

    - David Romano, a Professor of Middle East Politics at Missouri State University. He is joining us live via Skype. Mr. Romano is a weekly columnist for Rudaw and author of “The Kurdish Nationalist Movement.”

Iraq Needs Unity to Deal with Syria Crisis

    By: Mustafa al-Kadhimi for Al-Monitor

The Syrian crisis has reached a critical point, from the use of chemical weapons as a tool in the internal war, to threats that the United States and Europe will take punitive measures against the regime of President Bashar al-Assad, to speculations, analysis and unbalanced scenarios of the reactions that will arise from these dangerous developments.

In Iraq, the concerns and speculations seem to be more severe than in any other place. There are talks that the border between the two countries — which extends nearly 600 km (373 miles) — will become an open crossing for Sunni extremist armed groups, and that battlefields will span across the border to enable al-Qaeda to escalate its operations.

Alongside all of this talk, the media have reported that armed Shiite groups from Iraq continue to flow into Syria to support the Assad regime. This is while a group calling itself Al-Nujaba'a threatened on Aug. 30 to attack US interests in Iraq and the region if the United States carries out any attacks on Syrian targets.

This exchange of threats — which risk setting the Iraqi arena ablaze, leading the country back to a civil war, or even attacking US interests — are neither new to Iraq nor the region in general. Yet, their danger lies in the emergence of a clear Iraqi defect in two parts.

First, there is a defect in the ability of security services to implement any large and effective strategic plans to control the security situation in the various cities of the country, especially Baghdad.

Second, there is a defect in internal political consensus and regional understandings to fortify Iraq against the consequences of the Syrian developments.

Iraq's problem lies in the fact that it is not prepared for any potential new earthquake in the region. The consequences that have accompanied the outbreak of the Arab Spring since 2011 have turned into sharp sectarian polarization in Iraq, which resulted in the ongoing Sunni demonstrations and an unprecedented increase of violence.

Iraq’s inability to avoid the risks emanating from the developments of the Syrian crisis is a reality that reminds us that politics are an art of possibilities, and that total fortification is not needed today, since it is difficult to realize. The consequences of the Syrian developments instead need to at least be reduced.

In this regard, the Iraqi government should first move quickly to take a consensual internal position regarding the potential military strike against the Syrian regime. This internal consensus could serve to announce a joint Iraqi position.

It is no secret to anyone that each Iraqi leader expresses different positions regarding the crisis in Syria. Sometimes, the speeches seem contradictory to a large extent. What is also needed is a minimum consensus to show the international community that the country has agreed on a clear position regarding the attack — a position that is in harmony with domestic public concerns over the consequences of the attack — and its desire to resolve the Syrian crisis through dialogue and dialogue alone. Yet, above all, it should be announced that the involvement of any Iraqi militants in the war in Syria — or in supporting the conflicting parties with weapons, equipment and money — is not acceptable.

On the ground, and as a form of quick action, the common border between the two countries should be given extra attention in the coming weeks. The control of the border, which has become completely devoid of any official Syrian presence, seems to be an extraordinary and necessary task to reduce the potential risks resulting from the movement of fighters.

The control of the border will not be achieved except through coordination with the people in the provinces of Anbar and Ninevah, who share their border with Syria.

This fact should not be neglected by the Iraqis. Unless Anbar and Ninevah are involved in controlling the border, tens of thousands of soldiers will not have a significant impact in preventing the movement of gunmen.

Moreover, there is another step necessary to mitigate the consequences of any potential Syrian earthquake. It consists of taking quick and exceptional measures regarding Iraq’s communications with regional countries, to explain the Iraqi positions and move away from the language that is understood as support to one party at the expense of the other.

Given the imminent risks in Iraq, there cannot be any tolerance for personal, partisan or sectarian interpretations at this stage. Wise contemplation requires that Iraqi officials effectively move to prepare what can be done to ensure that the country can at least resist any anticipated regional collapses.

Mustafa al-Kadhimi is an Iraqi writer specializing in defense of democracy. He has extensive experience in documenting testimony and archiving documentaries associated with repressive practices.
