    Hakim warns from dragging Iraq to sectarian conflicts

    Baghdad (AIN) –The head of the Supreme Iraqi Islamic Council, Ammar al-Hakim, warned from the terrorism attempt to drag Iraq into the sectarian conflict in the region.

    The Presidency of SIIC quoted Hakim as saying in the weekly cultural forum at his office in Baghdad on Wednesday ''There are coward attempts to drag Iraq into the sectarian conflict in the region, '' considering ''The terrorist operation as an expression of brutal nature of terrorist groups associated to foreign sides that seek to arouse sectarian sedition.''

    Hakim stressed "The ful support for police and army forces in their plans in accordance with human rights and citizens protection.''

    Iran Divides Iraqi Politicians

    Iraq is currently the scene of a sharp regional conflict between Iran and its opponents. This is nothing new, however. Regional events have come to show that any country witnessing political or social instability, amid weak state control, can be exposed to a similar power struggle on the part of rich and stable regional powers that have a geopolitical agenda.



    This is the case in Lebanon, Syria, Egypt, Yemen and Bahrain. One can say that the current regional rivalry is hampering the process of rebuilding the state and national identity. It is due to this rivalry that internal conflicts have become complicated, as they turn into an extension of a wider regional conflict waged by powerful countries on the soft lands of unstable countries.

    Moreover, the political, ideological and financial alliances that are forged between the regional powers and their local collaborators fuel internal division. In a country like Iraq, where this division takes on a sectarian character, the regional conflict leaves a major destructive effect.

    Therefore, the most violent aspects of this conflict take place in countries where a power struggle is more intense, either because of their strategic importance or due to the lack of an ultimate hegemonic power.

    This is particularly the case in Iraq, Syria and Lebanon, which together form the main part of the Fertile Crescent. Step by step, the regional rivalries plaguing these three countries fell within the framework of a wider foreign conflict whose two major poles are Iran and Saudi Arabia.

    Thus, it currently seems impossible to deem that the instability plaguing these countries is the result of a mere lack of compatibility between the subnational communities. These communities have increasingly become transnational communities.

    By rampant “sectarianization,” we mean that there is in the region a continuous process that aims to establish sectarian, rather than national, identities.

    It is noteworthy that this process affects the internal conflict, for the political community is divided over the identification of friends and enemies. Ernst Renan once defined the nation as a group of people united by a common hatred of their neighbors. If this is true, then the current problem in a country like Iraq is the absence of this “common hatred” for a given enemy.

    The meeting held by Iraq’s parliament on Aug. 26 perfectly reflected this truth. In the meeting, MP Haidar al-Mullah, from the Iraqiya bloc — which is dominated by Sunni forces — called for the removal of photos of the leader of the Iranian Islamic revolution, Ayatollah Ruhollah Khomeini, and Supreme Leader Ayatollah Ali Khamenei from the streets of Baghdad.

    These photos had been spread throughout Shiite cities and the capital after some of the groups that are politically, financially and ideologically associated with Iran celebrated Quds Day, which was declared by Khomeini in 1979.

    Mullah’s position was met by severe opposition on the part of a number of Shiite MPs, and the dispute turned violent, which prompted the speaker of parliament to end the session.

    Two days before the incident [on Aug. 24], Mullah had stated on his personal Facebook page that he argued with Shiite MPs on the same issue. According to him, Khomeini “prolonged the Iran-Iraq war and his shells killed Iraqis in Basra.”

    In his Facebook post, Mullah said that an MP belonging to the Iranian-sponsored Shiite Badr Organization, which was founded in Iran during the 1980s, accused him of lying and told him that his story was incorrect and that Saddam Hussein's army was the one responsible for the killing of civilians.

    Once the parliamentary session closed, the Shiite National Alliance held a news conference in which it condemned Mullah’s attack on “religious leaders.” The president of the alliance, Ibrahim al-Jaafari, pointed to the honorable positions of Khomeini and Khamenei, who helped “maintain the unity of Muslims.”

    A Shiite group (the Coalition of the Sons of Iraq) condemned Mullah’s position and raised the following question: “Why didn’t Mullah object to photos of the Turkish prime minister and the FSA flags? Why didn’t he object to Turkey, Saudi Arabia and Qatar’s support for terrorism in Iraq?”

    This reflects a sharp conflict between the transnational sectarian narratives that make it difficult to establish an inclusive national identity. What is deemed by one side as normal and acceptable is deemed by the other as provocative and unacceptable. In light of this sharp polarization, it becomes difficult for any political force that defines itself as “national” and “trans-sectarian” to develop a national and neutral perspective that is deemed acceptable by everyone.

    The fate of the Iraqiya coalition and the State of Law Coalition, both of which ran in the general election of 2010 as national movements, reflects this fact. The Iraqiya coalition, which witnessed many divisions, has practically turned into a Sunni power, and the State of Law Coalition became the most radical Shiite power. This infers that the conflicting “patriots,” express an indirect sectarian confrontation. In light of the regional division that employs sectarian identities in favor of competing forces, it seems impossible for fragile states to appropriately rebuild themselves.

    This month marked 25 years since the end of the Iran–Iraq war. Yet still, the memory of this war continues to divide Iraqis and stop them from looking at it away from their political and ideological differences. For many Sunnis, it was a fair and national war against Khomeini's attempt to export his Islamic revolution to Iraq. For many Shiites, however, it was a war waged by Saddam's regime in alliance with the regional Sunni and Western powers against the Islamic revolution.

    Despite the dispute over the meaning of that war, there is disagreement over the identification of its victims, especially since there were Iraqis fighting on both sides. Some Shiite forces that play a dominant role in the current government had sided with Iran in this war. Therefore, it is only normal that any attempt to say that Iran was the aggressor be considered as an insult to them and to their history.

    Facing the Sunni accusations made against the Shiites of being “collaborators” with Iran, there are Shiite accusations made against Sunni forces of being “collaborators” with countries such as Saudi Arabia, Turkey and Qatar.

    The word “collaboration” aims to undermine the other side and show that they don’t have an independent will. But the truth is that it is not only about the foreign forces’ use of internal parties in the regional conflict, but also about these internal parties’ use of foreign powers in the internal conflict.

    Those mutual relationships are not only the result of ideological and cultural ties, but are also widely associated with political factors and with each side’s need for support in order to empower itself at the internal level. It should be noted that this support is also accompanied by a package of conditions that make the internal policies more closely related to foreign conflicts. In most cases, the price is the exacerbation of the internal conflict and further obliteration of the border between what is internal and what is external.

    Iraqi Kurdistan Elections Could Be Turning Point

    The Independent High Electoral Commission (IHEC) in Iraq announced that the campaign for the legislative elections in Iraqi Kurdistan will start on Aug. 28 and last until Sept. 17. The Sept. 21 legislative elections will be the most crucial elections in the Kurdistan Region of Iraq's history, as it may be a turning point to change the political shape of the next parliament as well as the new government cabinet.



    The president of the Kurdistan Regional Government (KRG), Massoud Barzani, announced on May 26 that all three elections — presidential, legislative and provincial — would be held on Sept. 21. According to the Kurdistan Region of Iraq’s parliamentary election law, presidential and legislative elections should be held simultaneously. But soon after this announcement, on June 30, parliament extended Barzani’s term for another two years. Meanwhile, IHEC delayed the provincial elections until Nov. 21.

    Although the Patriotic Union of Kurdistan (PUK) — led by Iraq’s President Jalal Talabani — was in favor of postponing legislative elections, opposition parties such as the Change movement, Islamic Union and Islamic Group insisted on holding the elections. However, the PUK is suspicious of the voter rolls — a parliamentary commission announced that 177,000 names of deceased voters have not been removed.

    In the Sept. 21 legislative election, 2,803,000 are eligible to vote to send 111 representatives to a fourth parliament.

    In comparison with the previous three parliamentary elections, this election is totally different, as it may change the political shape of the region.

    The first Iraqi Kurdistan parliamentary election was held on May 19, 1991, in which the two ruling parties — the Kurdistan Democratic Party (KDP), led by Barzani, and the Patriotic Union of Kurdistan (PUK), led by Talabani — each won 50% of the vote. The KPD and PUK formed a cabinet known as "50 by 50," in which they equally distributed power. In 1994, fighting broke out between the two parties, which prevented the region from holding elections until after the fall of Saddam Hussein's dictatorial regime. The second parliamentary elections took place on Jan. 30, 2005. Again, the two ruling parties formed a cabinet. In the third parliamentary election held on July 25, 2009, a strong opposition party emerged and won 25 out of 111 seats. The two ruling parties only won 59 seats combined. The two Islamic opposition parties won 10 seats and announced their opposition.

    This history of parliamentarian elections clearly shows the loss of seats of the two ruling parties. Unsurprisingly, they are expected to lose a few more seats as people’s demands have not been met due to corruption and "undemocratic rule" in the KRG.

    The following four political scenarios all have the potential of occurring after the elections in September:

    KDP and PUK continuation of their agreements

    As the KDP and PUK run on separate lists, the destiny of a strategic agreement is unclear.

    After 2003, the Kurdistan Region of Iraq saw two parliamentary elections — in 2005 and 2009 — in which the two ruling parties ran on a coalition list. At the same time, they also ran in Iraq’s general elections on a coalition list. That resulted in the formation of joint cabinets.

    The KDP and PUK ran in the previous elections as per the accord of their so-called strategic agreement (July 27, 2007), which was based on the Washington agreement (1998).

    Over the past eight years, the KDP and PUK have ruled the KRG in a united government. In practice, though, the KRG's KDP and PUK divide the region into two zones, as police and security forces — peshmerga forces — have not been united and PUK members cannot get high-level positions in governmental offices in the KDP zone, and vice versa.

    In the upcoming elections, the KDP and PUK will run on separate lists, which may become a turning point for KRG politics.

    Shorsh Ismail, PUK’s election foundation chief, told Spee Meedia Magazine in the August 2013 issue that the fourth parliamentary elections "differ considerably" in comparison with previous ones as a result of the parties running independently.

    Despite the fact that KDP and PUK leaders have shown their willingness to form a new cabinet together — as became clear when the KDP and PUK political bureaus met on July 4, 2013 — there are a few other political scenarios for forming a new cabinet that may force either the KDP or PUK to be excluded from the government.

    In the Mosul provincial election —where Kurds took part in a united list — KDP’s candidates won the majority of the votes, while the PUK only won a few. However, in forming the Mosul province government, the KDP excluded the PUK from all the positions that the united Kurdish list attained. The PUK is now an opposition party in the Mosul local government.

    It is not clear whether the KDP and PUK will be able to form a new cabinet together, because the election results may not be in their favor.

    A continuation of their agreement is expected, but both parties’ leadership wants a review of the strategic agreement.

    The opposition (Gorran, Islamic Union and Islamic Group) and the PUK coalition

    As it has become clear that none of the political parties can win a majority in the legislative elections, coalitions are expected between different political party winners.

    In September 2012, after a long period of cold relations between the two leaders of the PUK and the Gorran movement, Talabani met Nawsherwan Mustafa in Dabashan, Talabani’s residence in Sulaimaniyah. The meeting resulted in a 180-degree change in PUK and Gorran relations, which many thought could bring PUK and Gorran together in forming a new government. But after Talabani was hospitalized in Germany, the PUK was accused of not committing to its part of the agreement.

    Bahroz Galali, PUK’s leadership member and its representative in Ankara, said that Talabani did his best to "bring the PUK and Gorran closer," and that their strained relations will hurt them and they should work together, especially to prevent electoral fraud from happening.

    However, currently there is a harsh war of words between opposition parties and the PUK as well as with the KDP, but it seems that the opposition favors the PUK for a coalition government.

    The difference between the main opposition party — the Gorran movement — and the KDP and PUK is only 5 seats, which is expected to change to an even smaller number. Gorran is participating in the hope of at least becoming the runner-up in the KRG. Nawshirwan Mustafa, leader of the Change movement, has announced on different occasions that Gorran's second step will be "to seize power."

    The other two opposition parties — Islamic Union and Islamic Group, which have 10 seats in parliament — have been actively working with Gorran, and they have been unanimous concerning most decisions on political issues in the KRG. In any case, it seems that opposition parties will be unanimous in participating in a coalition government as well.

    If the KDP wins the majority of the votes, the PUK can form a new cabinet with the opposition parties — similar to what happened in Israel’s legislative elections in 2009, when the Kadima Party won the most Knesset seats but Likud formed a new cabinet.

    KDP and a coalition of opposition parties

    After the Feb. 17, 2011, events in Sulaimaniyah — in which KDP peshmerga forces fired on protesters killing five, and KDP supporters attacked opposition parties’ headquarters in Dahuk and Erbil, setting on fire the Islamic Union and Gorran movement’s headquarters — relations between them worsened.

    Relations have not developed much, but a coalition government of KDP and opposition parties is not impossible, as the KDP is expected to keep its strength in Dahuk and Erbil — which cannot be ignored — and in all areas of the government, economy, intelligence and including its peshmerga and security forces.

    Aside from all this, the KDP is expected to become closer to the opposition parties after the elections, and to form a new cabinet especially if the PUK does not finish second..

    The political situation in Kurdistan needs a radical reform and cannot continue as is right now. People’s demands have not been met. In this regard, the KDP wants some reforms to prevent any new waves of protests that might explode because of people's strong anger, especially that of the new generation.

    An opposition cabinet

    The three opposition parties are participating in the elections in the hope of an election win. It is not impossible to win, but it will not be easy either.

    People's dissatisfaction is felt everywhere and in every part of society, and as a result the new generation is participating in the elections. The opposition parties are trying to increase their votes by playing into the fact that the KDP and PUK have not made any radical changes, the political crises still exist in Kurdistan and corruption has not been tackled.

    This last scenario will be one of a coalition government that includes all political parties that can win a parliamentary seat. This is supported by the two ruling parties, but it is far from certain as the opposition parties do not want Iraqi Kurdistan to be without an opposition. Meanwhile, it is difficult for the political parties to agree on a distribution of power and changes in the system.

    If the legislative elections on Sept. 21 don’t turn out to be a turning point in Iraqi Kurdistan's politics — meeting the people’s demands as well as the demands of the opposition groups to have honest and democratic elections — the region's destiny will be unclear, as the society’s collected rage is ready to explode.

    BAGHDAD — In the span of roughly an hour, as the streets were choked with morning commuters and shoppers, more than a dozen explosions struck Baghdad on Wednesday, killing at least 65 people and wounding far more, officials said. It was the latest in a series of terrorist attacks that have raised new fears that Iraq is returning to the bloody sectarian violence that nearly tore the country apart in 2006 and 2007.

    In a scene reminiscent of that earlier violence, gunmen stormed the home of a Shiite family in the Sunni-dominated town of Latifiya, south of Baghdad, and slaughtered seven people, including four children, with knives. Later, some local news media reports said the bodies had been decapitated. In the evening, two more car bombs struck in Amel, a Shiite-dominated district of Baghdad, killing six people.

    The explosions in Baghdad, which struck mainly Shiite neighborhoods, follow a series of beheadings in recent days, some of which were claimed by Al Qaeda’s Iraq affiliate.

    The relentless series of coordinated attacks, which involved car bombs and suicide attackers, hit public markets, restaurants and a bus stop. In Baghdad alone, at least 65 people were killed, officials said. Nationwide, the carnage left more than 80 people dead from attacks on soldiers and civilians in Babel, Kirkuk and Mosul.

    In recent weeks, the security forces have undertaken a series of operations, mostly in Sunni neighborhoods, as part of a campaign the government is calling “the revenge of the martyrs.” The Shiite-dominated government claims to have arrested hundreds of Sunni extremists and discovered a factory that makes car bombs, but the operations have further antagonized the Sunni community, with only limited effect on reining in the violence.

    The government has also engaged in a public relations campaign by releasing statements in the wake of the attacks that state lower death tolls than those reported by other security officials. Around midday on Wednesday, the Ministry of Interior published a statement online reporting that 18 people had been killed. However, a government official who for years has provided casualty figures to the news media had already said that more than 60 people had been killed.

    The surge in violence in Iraq is partially the result of spillover from the civil war in Syria, where Qaeda-linked groups fostered by Iraqi extremists are some of the fiercest fighting units. The groups’ successes in Syria have emboldened Sunni extremists in Iraq to step up their fight. The war has also exacerbated sectarian tensions within Iraq as the country’s Shiites, who make up the majority of the population, have largely sided with the Syrian government, while Sunnis are backing the Syrian rebels, fellow Sunnis.

    Opponents of the government, who since the Arab uprisings unfolded in 2011 have sought to organize a protest movement in Iraq, had been planning demonstrations for Saturday. However, on Wednesday the government directed citizens not to gather in protest because of the risk of further violence.

    For Iraqis, the car bomb attacks are terrifying enough. But in recent days, grisly images of executions by Al Qaeda’s Iraq affiliate, a Sunni insurgent group that has renamed itself the Islamic State in Iraq and Syria to reflect its growing role in both countries, have emerged on the Internet.

    On Wednesday, photographs were released on a Web site affiliated with Al Qaeda that showed the beheaded corpses of government soldiers who had been abducted near the northern city of Mosul. In Diyala, a violent province north of Baghdad whose population is a mix of Sunnis and Shiites, gunmen stormed the home of a policeman on Tuesday morning and beheaded him, according to a security official in the province.

    And in a chilling video released several days ago by Al Qaeda, gunmen are seen on a highway in the remote desert of Anbar Province flagging down truck drivers and asking them if they are Sunni or Shiite. Three of the drivers — who were apparently Syrians and members of the Alawite sect, the offshoot of Shiism that dominates the ruling class in Syria — are lined up and shot in their backs.

    A series of bombs ripped through Baghdad on Wednesday morning. At least 30 people were killed and 170 injured, according to a ministry of interior official. Attackers coordinated at least 14 car bombs, two roadside bombs, and one suicide bomb between the early morning and 11:00 am.

    Coordinated bombings ripped through mostly Shiite neighbourhoods in the Baghdad area during rush hour on Wednesday, killing at least 40 people, the latest in spiralling violence in recent months.
    The explosions targeted predominately Shiite neighborhoods during rush hour. No one has claimed responsibility for the attacks yet, but similar attacks have been carried out by the Islamic State of Iraq, a Sunni insurgent group formerly known as Al Qaeda in Iraq.

    The attacks continue an upward trend of violence in Iraq that has brought a level of bloodshed not seen here since 2008. Last month alone 1,057 people lost their lives and another 2,326 were injured in violent attacks throughout Iraq. This year more than 4,000 Iraqis have died and more than 10,000 have been injured by attacks like today's. Baghdad has suffered more attacks than any other area of the country.

    In a weekly televised address shortly after Wednesday’s bombings, Iraqi Prime Minister Nouri al-Maliki directly linked his country’s deteriorating security to the conflict in Syria. “The internal situation in Syria is playing a major role with what’s happening in Iraq,” he said.

    The recent wave of violence comes amid mounting sectarian tensions between Iraq’s Sunnis and Shiites and increased separatist rumblings from the nation's Kurdish minority.

    Though Sunni-Shiite hatred fanned Iraq's civil war, particularly during 2006 and 2007, tensions have cooled somewhat since. But Syria's civil war has similar religious demographics and has seen the Islamic State in Iraq link up with Sunni Arab fighters there and Maliki's government tepidly back Bashar al-Assad's government.

    “The situation is so fragile, and the political problems are the main cause of it,” says Ihssan Al-Shimari, a professor of political science at Baghdad University. “The insurgency will exploit the political problems to conduct more attacks in Iraq. Additionally they will exploit to the weakness of security forces, and the sectarian divisions in Iraqi society.”

    Throughout Iraq, both Sunnis and Shiites have crossed over the border into Syria to aid the different sides of the civil war. Shiites have sided with the Syrian government, while Sunnis have joined the opposition helping to form some of the most brutal fighting units, namely the Islamic State of Iraq and Syria.

    Mr. Shimari says that the participation of militants in the Syrian conflict has awakened dormant sectarian tensions and recent attacks could be retribution for Shiite support of the government of Syrian President Bashar al Assad.

    The persistent attacks have also undermined the credibility of both Iraqi security forces and politicians who appear incapable of stopping them. Throughout Baghdad, Iraqi security forces have established numerous checkpoints, complete with bomb detection devices, yet these security measures appear to have made little impact on the ability of militants to operate within the capital.

    “The government is not able to protect the people and some of these explosions are because the government is not responding to the Sunnis’ demands. I think Sunni society is not upset with these explosions and they feel like it’s a punishment for the government,” says Hassan Alawi, a member of parliament. “The attacks will continue as long as there’s no political solution. It’s not a matter of security measures.”
