    This month, dozens of car bombs exploded in Baghdad and other provinces, and resulted in hundreds of deaths and injuries.

    On the other hand, the Baghdad Operations Command (BOC) — the highest security authority in the capital — said that its members had "killed many terrorists in armed confrontations."

    A statement released by the BOC on Aug. 11 said: "In a single day, Aug. 10, 2013, BOC forces arrested 98 suspects."

    It seems that the new security operations resulted in the discovery of new, unfamiliar sites being used by al-Qaeda. The BOC statement noted that the military was able to "destroy 17 terrorist dens, and seized 10 cars and three motorcycles that had forged documents. [The military] also seized weapons, equipment and explosive materials and destroyed 14 boats being used by terrorist. Furthermore, 77 bombs were seized and dismantled, and the military discovered five labs being used for outfitting cars with bombs."

    According to a senior official speaking to Al-Monitor, Prime Minister Nouri al-Maliki toured the headquarters of the "revenge of the martyrs" campaign in Taji, north of Baghdad, along with a number of security chiefs on Aug. 5. He urged them to "make great efforts to achieve security."

    According to the same official, Maliki told a number of generals: "This is the most important battle against al-Qaeda … you must win here … within the walls of Baghdad."

    However, in an Aug. 6 statement to some Iraqi journalists including Al-Monitor's correspondent, Maliki revealed his decision to "prepare all of the military units for a state of attack."

    That same evening, militants carried out about 10 car bombings across Baghdad.

    On Aug. 10, the Interior Ministry released a statement saying that car bombings carried out in seven different areas of the capital resulted in two deaths.

    But other figures — released by both formal and informal parties — said that the bombings resulted in nearly 60 deaths and hundreds of injuries.

    In a telephone conversation with Al-Monitor, a senior official in the Defense Ministry, who requested anonymity because of the sensitive security situation, said Maliki was frustrated by the poor management of the security file.

    "Maliki told the team at the office of the Commander in Chief of the Armed Forces that they do not know anything about security, and that the intelligence they have gathered failed, and did not provide any benefit to the government," he said, adding: "In fact … it was a tough night for Maliki."

    However, Muzhar al-Janabi, a Sunni member of the parliamentary Security Committee, told Al-Monitor: "The army has been on high alert since the beginning of August, yet bombings have not stopped and Iraqi civilians continue to lose their lives."

    Janabi called on the Iraqi government and the Office of the Commander in Chief of the Armed Forces to monitor the work of security leaders, and evaluate their performance. He also said that they should announce that they are no longer using traditional methods of maintaining security.

    Despite the bombings and violence that occurred in Baghdad and other provinces — in conjunction with the security operation as part of the "revenge of the martyrs" campaign — security chiefs are planning for more than just reducing violence in the cities, according to a BOC source speaking to Al-Monitor.

    The Defense Ministry source said that "a major battle is now taking place in the vicinity of Baghdad, with an unprecedented mobilization of al-Qaeda militants."

    He continued: "A foreign intelligence agency briefed Maliki's office on its file regarding the battle around Baghdad. [This file] included the fact that al-Qaeda intends to implement the largest wave of violence in the country since 2003. This is aimed at imposing a new reality on the Iraqi government that prevents them from supporting Syrian President Bashar al-Assad, in exchanged for a truce inside Iraq."

    Such claims, promoted by Iraqi security leaders, do not resonate among the public, given the size of civilian casualties from violence carried out by armed groups.

Over the past two years, major Najaf figures refused to receive political leaders participating in the government because the latter broke their electoral promises.

    In recent months, there has been increased criticism of Maliki’s government and the entire political class. Two senior representatives of Ayatollah Ali al-Sistani have been taking turns expressing Najaf’s positions during the Friday sermons in Karbala. In the two weeks before Shahbandar's statements, one of those representatives, Ahmed Safi, angrily said that the people have lost hope that state officials would be able to reform themselves. He said, “The ordinary citizen [has despaired] because of the many crises and the indiscriminate killings and bombings.”

    A week before that, another representative, Abdul Mahdi al-Karbalai, strongly condemned the state’s laxity, which has reached a point where the Islamic State of Iraq (an al-Qaeda branch) was able to easily free hundreds of its men detained in Baghdad prisons. Karbalai said, “The operation of smuggling prisoners out of Abu Ghraib and Taji was a major scandal and indicates how fragile and weak the government’s security preparations are. The operation of smuggling hardened al-Qaeda criminals [has harmed the reputation] of the security services and was a blow to the honor of the Iraqi military.     Karbalai has also criticized parliament’s preoccupation with quickly passing a budget and by remaining indifferent to the al-Qaeda prisoners’ escape. He drew a contrast between the atmosphere in which the Iraqi people live and that in which the deputies live.

    The public and repeated criticisms by the religious authority’s representatives have received great attention from the public. This was reflected in newspaper headlines and news broadcasts on satellite channels and radio stations. In Karbala’s Friday sermons, the neglected and marginalized people have found voices speaking on their behalf. The role being played by the religious authority largely resembles the “liberation theology” of 1970s Latin America, when the church sided with the disadvantaged against the rich elite and didn’t hesitate to support the revolutionary movements.

    The religious authority’s position has of course infuriated many politicians, especially the prime minister and his team. Its position greatly lowers the electoral chances of these politicians in the parliamentary elections slated for spring. Shahbandar’s remarks were an attempt to suppress Najaf’s popular role.

Up to 90% of Iraqi oil runs through the ports of Basra, and a similar percentage of Iraqi commercial traffic with the world passes through it. It also includes a number of major oil wells, which provide Iraq with about 80% of its oil.

    Nasrawi said: "The central government did not give special attention to security in Basra, and did not take into account its special geographic location. It borders three countries (Iran, Kuwait and Saudi Arabia), and is the only waterway in Iraq. This strategic importance has not been given adequate attention."

    He continued, "The protection of Basra requires the allocation of funds and major institutional efforts, because Basra contains the main resources of Iraq and seeks to become an international investment hub for Iraq and the region. Also, the city aspires to host regional events, such as the Arabian Gulf Football Cup in 2015, thus we need to make the world feel that Basra, the economic capital of Iraq, is a safe province."

    Apart from the complaints by Basra of repeated breaches of its security, the truck bomb at the port of Umm Qasr, which left four wounded and caused damage to a ship anchored near the scene of the blast, raises new questions about the nature of the battle whose rules al-Qaeda seeks to change in Iraq.

    The operation may have been an attempt to "test" the security readiness in strategic areas of Iraq, such as airports, oil installations, and electric power plants and others, whose targeting could have catastrophic results.

    The targeting of Basra is a clear attempt to the strike a key element that protects the Iraqi state, despite the ongoing chaos and conflicts, which is the ability of the economic sector to maintain the state structures and weaken the elements of confrontation.

    Although al-Qaeda and other armed groups have attempted to target the economic capabilities of Iraq, and have repeatedly succeeded in stopping the export of Iraqi oil through the Kirkuk–Ceyhan Oil Pipeline via continuous attacks over the past 10 years, it is more effectively moving towards targeting the points of strength for the Iraqi authorities.

    Assyrians Demand Kurdish Apology for Last Century Killings

    ERBIL, Kurdistan Region – The American Mesopotamian Organization (AMO) is demanding an official apology from Kurdistan President Massoud Barzani for the murder of Assyrians by Kurds in the past. Thousands of Assyrian Christians were killed in the region in the last century.

    “Just as the Kurdish try to get recognition for the Kurdish genocide, we ask them to accept their responsibility for the killings of the Assyrians in this region,” says David William Lazar, head of the AMO in Los Angeles.

    Many of the Assyrians were killed by Kurdish troops working with the Ottomans and later the Iraqi Kingdom, he says. “Compare how the German government later took responsibility for the Holocaust under the Nazis.”

    Lazar leads one of the political groups that together represent around half a million Assyrians living in the United States, and lobbies with American politicians for their rights and the recognition of the Assyrian genocide of 1915.

    His organization recently made the news when it furiously deplored a message from Barzani on the occasion of the Assyrian Martyrs Remembrance Day on August 7 -- the first time that Barzani sent such a message -- on the 80th birthday of the Semile massacre.

    The massacre was ordered in 1933 by the Iraqi government under King Faysal, and conducted by a Kurdish general, Bakr Sidqi. It did not only hit Semile but dozens of other Assyrian villages in the region between Duhok and Zakho.

    The death toll was officially put at 600, but unofficially at 3,000. Thousands of Assyrians fled the country, and the head of the Assyrian Church of the East was forced into exile. Even today, the church is led from the American city of Chicago.

    In his message, Barzani expressed his “heartfelt consolation to the victims of that savage, dreadful massacre which the Iraqi regime carried out at that time.”

    He added that the August 7, 1933 catastrophe in the Semile area “is not erased from memory and is evidence of the fact that all the constituents of Kurdistan equally opposed the catastrophes, the lack of acknowledgement and the oppression.”

    Lazar calls that message offensive.

    “He (Barzani) called us Kurdistani components,” he says from his home in Los Angeles. “We are a proud nation of thousands of years. Kurdification of our ethnicity is unacceptable,” he adds, saying it “is a continuation of Arabization” that happened under ousted dictator Saddam Hussein.

    Lazar expresses fear that the Kurds want to “eradicate our Assyrian identity and culture.” He objects to the fact that the KRG calls Assyrians “Christian Kurds,” while they are ethnically not Kurdish at all. “Don’t call us Christians, which is our faith. Our ethnic background is Assyrian.”

    One of the aims of his organization is the creation of an autonomous state for the Assyrians on the Nineveh Plains between Mosul and Duhok. That is one of the so-called disputed areas, governed by Baghdad but which the Kurdish Region wants to add to its map.

    It is already under Kurdish administrative and military control, and the KRG has offered to make the Assyrian dream come true under its rule. It has even placed a clause on the issue in Kurdistan’s draft constitution.

    But Lazar stresses that the new Assyrian province should be tied to Baghdad, and formed under article 140 of the Iraqi constitution. A proposal for five new Iraqi provinces is already on the table in Baghdad, including Nineveh. “We believe in a unified Iraq, we want to keep the country one,” Lazar says.

    He says that he plans a trip to Iraqi Kurdistan later in the year. “I have nothing against the Kurds. They are misinformed. We just want them to behave as civilized people and treat all citizens alike,” he adds.
