    New wave of assaults to face Iraq, says MP

    Baghdad (AIN) -MP Ali Shubbar of the Citizen coalition revealed new surge of violence will face Iraq, urging the security forces to be prepared to confront the security breaches and fight whoever wants to ruin the country.

    Shubbar told All Iraq News Agency (AIN) "The country is experiencing very critical situation and mass killing," noting "All these things participated in confusing the political and the security situation which led to the escape of hundreds of terrorist prisoners."

    "The country will witness another wave of attacks, so the security forces have to be ready to combat the assaults and the attempts to weaken the political process and destabilize the security," he added calling on the political sides to enter into a dialogue to foil all attempts that aim to disrupt the social fabric.

    Misha'an al-Juburi is an Iraqi politician from the Sunni Arab community, who is in exile in Syria. He led the Reconciliation and Liberation Bloc, which held three seats in the Iraqi Council of Representatives from 2005-2010. Juburi is the publisher of the al-Itijah al-Akhar newspaper and the owner of the Syrian-based Arrai TV. He is a Sheikh of the Al-Jiburi tribe, which is powerful in Salahuddin Governorate.

    Role under Saddam[edit]

    Al-Juburi was born in a village near Tikrit, Iraqi President Saddam Hussein's home town. In an interview in 1995, Juburi said the President met him in 1975 and gave him cash, a car and facilitated him becoming a journalist, buying his loyalty and admiration. During the Iran–Iraq War, he helped Saddam recruit 50,000 Juburi people to form the Special Republican Guard and Republican Guard. He said he became an "intimate friend" of Uday Hussein and "enjoyed the pleasures of Baghdad".[1]

    In the late 1980s, his young son died and he went on television to criticise the hospital as incompetent, which resulted in him being jailed. After he was released he moved away from politics towards business, exporting wool from Salahuddin to Britain.[1]

    In 1989, he started planning a coup against the President. The coup was planned for Army Day in 1990 but was discovered before it could take place. Al-Jiburi was the only plotter to survive as he was outside the country at the time. Jibouris tried to assassinate him twice more, in 1991 by bombing a house he was staying in and in 1992, when al-Jiburi's brother plotted to decapitate him.[1]

    Exile under Saddam[edit]

    After the coup attempt Al-Jibouri relocated to Syria. Hussein killed almost 100 members of Juburi's family in retaliation including his brother and brother-in-law.[2]

    He founded the Iraqi Homeland Party in Syria and published a newspaper called the "Other Direction". He is a relative of the Iraqi Ambassador to Tunisia, Hamid al-Jabouri, who defected and sought political asylum in Britain in 1993.[3]

    He was a member of the Follow-Up and Arrangement Committee grouping of Iraqi exiles.[4]

    Post-invasion[edit]

    During the Invasion of Iraq, Juburi took control of the city of Mosul with the aid of Kurdish peshmerga, and took over a former palace owned by Ali Hassan al-Majid.[3] He was recognised as a powerbroker during the selection of the first Mosul City Council in May 2003 [5]

    His party, the Reconciliation and Liberation Bloc stood in the Iraqi legislative election of January 2005 where it won one seat. In the subsequent December elections, it increased its representation three seats. Juburi said they supported the Iraqi insurgency, although opposed suicide bombings,[6] and called for the Multinational Force in Iraq to be replaced by United Nations-led peacekeepers.[7]

    In 2005 al-Jibouri was backed by the Sunni Arab dialogue council as their candidate for speaker of the Iraqi National Assembly, but he was vetoed by the United Iraqi Alliance due to his personal links with Uday Hussein.[8]

    Jabouri was among the minority of Sunni Arabs who supported the constitution of Iraq in the referendum.[9]

    Jabouri was indicted in December 2005 with the theft of millions of dollars of government money intended to protect oil pipelines near Kirkuk against attack. The money had been given to him in 2004. He was suspected of diverting the money towards the Iraqi insurgency. Following the indictment he fled to Syria.[10]

    In exile he founded Al-Zawraa TV, a twenty four hour satellite channel broadcast by the Arabsat satellite to an area that included the Middle East and North Africa. The station's transmissions on the Egyptian-owned Nilesat satellite network ceased in February 2007. Al Zawraa has broadcast songs eulogising Iraqi victims of "the American occupiers", has described the Iraqi insurgency as "freedom fighters" and the Shi'ite leader Muqtada al-Sadr as a "gangster" [11][12]

    In an interview following the execution of the former Iraqi President Saddam Hussein he described Hussein as a brave martyr, and said the ones who killed him were like those who killed the second Caliph of Islam, Umar[13]

    In 2009 he offered on TV to buy weapons to give to the resistance to fight the US-led Multi-National Force – Iraq. He said he wanted to obtain medium range missiles so they could attack and leave before the forces traced the site.[14]

    In 2010 he criticised Gulf governments and TV companies for broadcasting anti-Shiite statements from an Egyptian cleric, Muhammed al-Zoghbi. Zoghbi had called for Shiites to be purged from Muslim countries and called on Allah to inflict them with cancer and freeze the blood in their veins. Jabouri called the cleric a liar and a lunatic and called for him to be banned from TV.[15]

    During the 2011 Libyan civil war, he went on TV to say he supported Libyan leader Muammar Gaddafi, saying protests should focus on pro-American governments.[16] His channel Arrai TV has been used by overseas Libyans to defend the Gaddafi regime and denounce the replacement government and to keep morale up of those who have fled Libya since the revolution.[17] The channel has aired a number of audio messages from Gaddafi and his aides since they fled Tripoli.[18

    After the fall of Tripoli to fighters loyal to Libya’s National Transitional Council (NTC), the Syrian-based al-Rai TV station became the prime source of speeches of the toppled regime’s messages. Al-Rai aired audio messages and interviews with the ousted Libyan leader Mu’ammar al-Qaddafi and his son Seif al-Islam al-Qaddafi. Before being killed by NTC forces in Sirte on October 20, 2011, the man who ruled Libya with an iron fist for some 42 years was being hailed as the leader of the anti-NTC resistance in Libya along with Seif al-Islam. The man in charge of al-Rai is an Iraqi businessman and former parliamentarian called Mishan al-Juburi.

    The al-Rai channel was launched in 2008 to replace al-Juburi’s al-Zawra’a channel, which was shut down the previous year. Al-Zawra’a was supportive of the insurgency in Iraq and broadcast videos of attacks against coalition forces. In January 2008 the U.S. Treasury Department blacklisted al-Juburi, accusing him of fuelling the insurgency. Al-Zawara’a had already halted operations months earlier (Radio Netherlands, January 10, 2008). To get around U.S. sanctions al-Juburi registered al-Rai under his second wife’s name, Roua’a al-Osta’a, who is a Syrian national. Al-Rai has maintained similar militant editorial lines to its predecessor al-Zawara’a (Muslm.net, October 7, 2008).

    Mishan al-Juburi denies that he supported Qaddafi for financial gain. He revealed that he had received relatively small amounts of money because Qaddafi and his family were frugal. He admitted receiving only $400,000 USD four years ago from Qaddafi’s regime and another $50,000 USD recently to buy transmission equipment and train Libyan staff to use it. Al-Juburi continues to stress that his motives are more driven by principle: “We at al-Rai channel support any people that defend themselves, wants to liberate their land or are under aggression” (al-Quds al-Arabi [London], September 8, 2011). Contrary reports suggest that the Qaddafi regime has actually bought the channel outright after paying al-Juburi $25,000,000 USD. Libyan commentator Ahmad al-Shater, who has appeared frequently on al-Rai’s programs, has reportedly become the station’s chief (al-Sabah al-Jadeed, August 26, 2011).

    Mishan Dhamen Rkadh al-Juburi was born in the mid-1950s in the town of al-Shirkat located between Tikrit and the northern city of Mosul. His father was a junior Shaykh of a branche of the powerful al-Jubur tribe. Al-Juburi fled Iraq in 1989 when Saddam Hussein thwarted a attempted coup by a group of officers from the Juburi tribe. Alongside 16 Juburi officers Mishan’s brother was executed. He then joined the opposition and founded al-Watan (The Homeland) Party. His opponents are sceptical that genuine political circumstances necessitated his escape from Iraq. Critics claim that he fled the country after absconding with large sums of money from his former partner, Uday Saddam Hussein, the late eldest son of the former Iraqi ruler (Aswataliraq.info, December 24, 2010, Iraqfuture.net, April 3, 2005).

    Despite his media inroads over the years and his hopes of having popularity among Iraq’s Sunnis, his first post-Saddam era political move was disastrous. During the Anglo-American invasion in 2003, al-Juburi accompanied Kurdish peshmaga (armed fighters) belonging to the Kurdistan Democratic Party (KDP) headed by his ally Massoud Barzani. Al-Juburi and Barzani’s KDP forces were the first to enter Mosul. Al-Juburi played a role in convincing the commanders of the V Corps of the Iraqi army to surrender without fighting American and KDP forces. Apparently with approval from Barzani, he then appointed himself governor of Mosul.

    Angry over old allegations that he stole money from Saddam’s family and more recent charges regarding his involvement in the looting of Mosul, a popular uprising bringing locals into the streets in reaction. They surrounded city hall calling for al-Juburi to depart. In an effort to quell the tension, American troops intervened and ended al-Juburi’s brief tenure as governor (Hanein.info, August 26, 2009).

    His ejection from Mosul would not be the end of his time in Iraq’s political arena. He managed to rally some support from parts of his tribe, which inhabits wide areas in the governorates of Mosul, Salah ad Din, Kirkuk and other parts of Iraq. He was elected a member of the first post-Ba’ath legislature, the National Assembly, but his bid for the speaker’s position was blocked by the Shi’a parties he came to loath. In the December 2005 parliamentary election his party won only three seats in the 275 member chamber because a significant part of the vote of the al-Jubur tribe went to other Sunni parties.

    Al-Juburi has long been considered a controversial personality in Iraq. Throughout his life he changed his political views and alliances dramatically and continuously. After benefiting from links to the former Iraqi president Saddam Hussein and becoming a successful businessman, he then defected, joining the exiled opposition. While he played a role in the coordination between the United States and the Iraqi opposition during the invasion, he later turned to express anti-American views. He became an outspoken critic for the Iraqi successor government and the dominant Shi’a parties. Although al-Juburi succeeded in securing a place in Iraq’s turbulent politics, he has also gained a host of enemies. When Nouri al-Maliki became prime minister in May 2006, al-Juburi viewed this event as a bad omen. He told one of his staff at al-Zawra’a that he saw clouds in the horizon. He claimed that al-Maliki had threatened him with death when they were co-MPs. [1]

    Disgruntled by al-Zawra’a’s incendiary nature, pressure mounted in parliament and al-Juburi was eventually stripped off his seat. In 2007 he fled Iraq again and was later tried in absentia. He was convicted of embezzlement and sentenced to 15 years in prison along with his son Yezen who was the executive director of the channel (Albawaba.com, July 11, 2007).

    Mishan has recently launched another channel called al-Muqawama (The resistance) to support Qaddafi loyalists in their desperate struggle to launch an insurgency. According to al-Juburi, it is broadcast from inside Libya through a mobile transmitter device in a van. Al-Juburi provided guidance and training for the new channel’s staff: “[The] al-Muqawama channel is an actually a van equipped with a transmitter, it currently broadcasts from Tripoli but might move to other cities in Libya. We have trained the Libyan staff of the channel and I advised them to buy that vehicle from Lebanon” (al-Asharq al-Awsat, September 2, 2011).

    Throughout the course of the Libyan conflict, Qaddafi loyalists displayed resilience and it took the NTC rebels six months with a heavy hand from NATO to capture the capital. Al-Juburi promoted not only the tactics employed by Iraqi insurgents in a post-Saddam Iraq but also a similar strategy. In justifying his support for Qaddafi he explained that the battle is now between the invaders and the people of Libya—although there is no formal presence of foreign ground troops to speak of. In his argument he ignored the massive support maintained by the NTC which is analogous to his refusing to recognize the appeal of massively popular Shi’a parties in his native Iraq. As a politician al-Juburi’s strategy was not successful even within his Sunni community. His media exploits have always attracted more attention than his dismal political performance. Even those who are suspicious of al-Juburi’s loyalty among the Iraqi insurgents have admitted reluctantly to having dealt with him.

    The degree of influence Qaddafi’s messages had through al-Juburi’s networks is not yet clear. But a few days before his killing, the response to the Libyan Colonel’s message in October led to fresh fighting in some parts of Tripoli which had been relatively calm after the regime’s fall. (al-Hayat, October 15, 2011). Now that Qaddafi is dead al-Juburi and his media will try to portray him as a martyr of a just cause. Without more financial support from the late Libyan leader’s regime al-Juburi’s mission will be hard. His next move will most likely be to look for a lifeline for his media network.

    Pro-Gaddafi channel broadcasting from van

    London, Asharq Al-Awsat- Mishan al-Juburi is an Iraqi businessman living in Damascus and owner of ” Al-Rai” television station, which has broadcasted the speeches of Colonel Muammar Gaddafi and his son Saif-al-Islam. He revealed to Asharq al-Awsat that the channel “Al-Muqawamah”, which recently broadcast Gaddafi’s speech, is a mobile station located in an “OB [outside broadcast] van”. The vehicle moves from one place to another “so that no one can seize it”, and al-Juburi pointed out that “we in (Al-Rai) channel trained the cadres operating this service.”

    Al-Juburi told Asharq Al-Awsat by telephone from Damascus yesterday that “(Al-Muqawamah) channel is based in a vehicle fitted with satellite transmission equipment, called an OB van, and is transmitting at present from Tripoli. However, it might move on to other Libyan cities.” He added: “We trained the Libyan youths working in it and I was the one who proposed to them to buy this vehicle from Lebanon, benefiting from our expertise with (Al-Zawra) channel, which the Iraqi resistance used to broadcast its satellite statements and programs, and which made it impossible for the American forces to discover it. It broadcasted in Iraq despite the satellites and sophisticated intelligence equipment there.” He added that it was stopped only by a political decision from former Egyptian President Hosni Mubarak, who ordered the cessation of satellite transmission on (Nilesat).

    Al-Juburi commented on the contents of a document issued from the relations office (embassy) of Libya in Damascus, which said that “the amount of $60,000 was spent on employees of (Al-Rai) satellite channel as salaries for two months.” The document also pointed to the “arrival in Syria of Brother Ali al-Kilani, the secretary general of the general authority of the Great Jamahiriyah radio stations”, adding that “this issue was discussed with him. He promised to channel the employees’ salaries and the channel’s expenditures through students’ salaries, or in some other way.” Al-Juburi responded in comment: “It is naïve to think that the expenditures of a satellite channel like Al-Rai comes to $30,000 a month. We are paying more $100,000 for the satellite transmission, and the same figure in salaries.” But he added: “We trained Libyan youths here at Al-Rai channel in Damascus to use the broadcast vehicle. I also met here with Brother Ali al-Kilani and proposed to him to buy the (OB van) from Lebanon. He bought it less than two months ago.” He pointed out that the “issue of salaries to which the document refers is probably, and most likely, the salaries of the Libyan youths trained in our channel.”

    Al-Juburi went on to assert that “brother Gaddafi’s speech was broadcast recently from Libya directly on the (Al-Muqawamah) channel. The transmission technology in this vehicle does not need a studio or sophisticated equipment. The recording is transmitted immediately as soon as it is received, or via telephone contact. This channel will broadcast all the Libyan resistance’s speeches and programs.” He pointed out that “Al-Muqawamah channel transmits on (Nilesat), and I do not know if the transmission is carried out from a house, a tent, a desert, or the centre of Tripoli, but I know that it is difficult to detect.”

    Commenting on claims that he had received $10 million from Saif-al-Islam Gaddafi in return for media services he rendered to his family, Al-Juburi said: “I am much honoured that Saif-al-Islam has been my friend since 2006. I have met him several times. Today I am proud of him as a resistance fighter and not a Libyan official. I have not received any money from him or from the Libyan Embassy in Damascus, whose address I do not know.” He revealed that “Gaddafi supported the Iraqi resistance financially since 2006 and until very recently. I was the one who assessed the resistance factions that deserved support, but I did not handle any funds even though he (Gaddafi) has asked me to do this.”

    It is noteworthy that al-Juburi recently disclosed to Asharq al-Awsat the intention to launch “Al-Muqawamah” channel.

    The owner of Arrai TV, famed for being the only media outlet still in contact with Moamer Kadhafi, opposes dictators but says the ousted Libyan leader embodies resistance against foreign occupation.

    Damascus-based Iraqi Sunni former MP Mishan al-Juburi has been the only person who has been able to contact Kadhafi since he went into hiding after forces of the National Transitional Council (NTC) took the capital Tripoli.

    "When I need to talk to him, I send him a message, or he contacts me when he wants to pass a message," Juburi told AFP by telephone.

    "The object of this channel, which I launched in 2006, is to fight against all occupations, whether in Iraq, Palestine or now in Libya," the 54-year-old said.

    "We supported the revolutions in Tunisia and Egypt, as these were against dictators. This infuriated Kadhafi, who six months ago sent me a very direct message that if I continued to attack (Egyptian president Hosni) Mubarak, he would blow up the station, but I ignored the threats," he said.

    "But now we must recognise that Moamer Kadhafi represents the resistance of the Libyan people against NATO aggression, and that is why I support him," said the owner of the only Arab channel to come out in favour of Kadhafi.

    The talkative Iraqi businessman has a controversial past.

    He belongs to a large tribe and is from Salaheddin, the province in which now-executed dictator Saddam Hussein was born. He worked for the Baath party daily Al-Thawra, which was then headed by Tareq Aziz.

    Aziz, who later became Iraq's deputy premier under Saddam, was sentenced to death in October for "deliberate murder and crimes against humanity."

    After four years with Al-Thawra, Juburi turned to more lucrative activities, directing an import-export company.

    "At 28 years old, I had around $100 million," he told AFP in a 2005 interview.

    "I left all of that money, my palace, my job, and left the country to join the opposition in December 1989," he said, citing his implication in an assassination attempt against Saddam.

    A former Baath official cited more prosaic motives, particularly a financial dispute with Uday, Saddam's eldest son.

    In the 1990s, Juburi wandered between France, Egypt, Britain, Jordan and Turkey before eventually settling in Syria until the fall of the Iraqi regime in 2003.

    Thanks to his tribal relations, he negotiated the entrance of American and Kurdish combat forces into the north Iraq city of Mosul.

    "On April 10, 2003, I liberated Mosul," proclaimed Juburi, who became the governor of Nineveh province, of which Mosul is the capital, for a few months.

    In March 2005, Shiite parliamentarians refused to vote for him as speaker of parliament, and a month later the man who said he wanted to "represent an insurrection in parliament" escaped a suicide bombing against his convoy.

    At the end of 2005, he fled to Syria when he was charged with stealing millions of dollars that he had been paid to protect oil pipelines near Kirkuk, which were the target of attacks.

    He launched Al-Zawra channel, and later Arrai, which defended Iraqi insurgents and referred to them as "freedom fighters."

    Asked about Kadhafi having financed the channel, he replied: "He promised me a fortune when I started, but I have almost nothing," citing a $400,000 satellite payment, another for $300,000, and a third for an amount he could not remember.

    Juburi said he met Kadhafi three times -- in January 2007, March 2008 in Damascus and in 2009 in Tripoli.

    He said on Wednesday that Kadhafi and his son Seif al-Islam are still in Libya, and are in "good spirits."

    "I can tell you that I spoke with Kadhafi very recently. He is in Libya, in very good spirits, feels strong, is not afraid, and would be happy to die fighting against the occupiers," he told AFP.

    He also added an assessment of the situation in Syria, which France accused of "crimes against humanity" on Wednesday, as activists said President Bashar al-Assad's forces killed at least 20 people.

    "Don't trust what the media says," Juburi advised. "The situation is improving."

    ERBIL, Kurdistan Region – Controversial Sunni leader Mashaan al-Juburi has returned to Iraq from several years in exile in Syria, claiming that his relations with Iraq’s Shiite leaders had been mended.

    “My return to Iraq was not based on any political agreement,” Juburi told Rudaw in an interview. “It happened after the breakout of the Syrian revolution and the mending of relations between Baghdad and Damascus.”

    Juburi, who had led the Reconciliation and Liberation Bloc in the Iraqi parliament, fell out with Iraq’s Shiite leaders and went to Syria where he set up several satellite TV stations that broadcast anti-American programs blasting the US presence in Iraq after the 2003 invasion.

    He told Rudaw that the Syrian government had recently restricted the work of his TV stations and warned him against criticizing the Iraqi government.

    Juburi claimed that he left Iraq in 2006 after Iraqi Prime Minister Nuri al-Maliki threatened to have him executed.

    “In 2006, Maliki said that if I voted to withdraw confidence from the Shiite Prime Minister Ibrahim al-Jaafari he would hang me,” Juburi said. “But despite his threat, I shouted in parliament against the government and voted against it.”

    During Iraq’s insurgency and sectarian violence, Iraqi leaders accused Juburi of inciting violence through his Damascus-based channels. “Neither I, nor any of the channels I ran, ever worked against the Iraqi government or endorsing the killing of Iraqis,” he claimed.

    Following his return to Iraq Juburi appeared on TV, speaking against the leaders of the Kurdistan Region and accusing them of trying to take over Kirkuk, which was interpreted by the Kurds as his way of appeasing Maliki.

    But Juburi said that he has never been against the Kurds, adding that he was the first Arab politician to call for Kurdish independence on Al Jazeera TV in 1996.

    “I am only against the current Kurdish policy that considers any area of Iraq that has oil as part of Kurdistan,” Juburi said.

    He added that he supports the autonomy of the Kurdistan Region, and wants to emulate a similar model for Iraq’s Sunni provinces.
