    Urgent talks between Sadr and Hakim to topple Maliki

    BAGHDAD - Basil Muhammad:

    The effects of the deteriorating spiral of security in many parts of Iraq have presented strong doubts about the viability of a political convergence between Prime Minister Nouri al-Maliki and Kurdish leader Massoud Barzani and Sunni leader and Parliament Speaker Osama Nujaifi, as time has come for the leaders to revisit previous positions of replacing Al-Maliki and choosing an alternative for the Presidency of the Government.

    In this context, the prominent leader of the Sadrist Movement in highly confidential and important talks with Shiite leader Ammar al-Hakim in light of the serious security implications in Baghdad in particular, and the attacks that targeted the prisons of Abu Ghraib, Taji that led to the escape of hundreds of prisoners from "Al Qaeda" and other armed groups, pointing out that the main focus of t talks are to examine practical options on how to get rid of the rule of Maliki.

    The Sadrist Leader and part of the Shia National Alliance that heads the Iraqi Government has reached decisive convictions that Maliki is no longer the right person to lead Iraq and the future security situation will only get worse if he is left in the Cabinet, and therefore the leaders of this Shiite Alliance must have frank conversations about the fatal errors committed by Maliki in the security file management that triggered the resignation of Division Commander Major General Nasser from the 17th Brigade of the Iraqi Army as a result of "errors committed by the military high command," in an indirect reference to Maliki himself.

    He added that we, the leaders of the Shiite Alliance are now between saving the blood of Iraqi citizens or keeping Maliki as Prime Minister, therefore things are moving seriously forward the possibility of other options to replace the head of the Government, namely:

    -The first option in the formulation of political consensus between the parties on the dismissal of Maliki's Shiite Coalition and to choose a replacement to lead until the next government, but this consensus would need strong Iranian opposition because Iran's Supreme Leader Ali Khamenei seems convinced having Maliki at the helm of Iraq as one of the most important benefits that Syria’s Bashar Al-Assad has.

    - The second option includes the urgent establishment of an alliance between Hakim, Sadr along with Najaf,iBarzani and Iyad Allawi’s coalitions to form an interim government to hold EARLY GENERAL ELECTIONS and the appointment of ministers of Interior and Defense to improve security and stop the deterioration.

    - The third option is to have ongoing communication with some of the leaders from the Coalition of State Law with an aim to force Maliki to resign himself and withdraw from power, but this move will face strong attitudes of the Dawa Party that is near and dear to the Iranian leadership, which opposes the principle of resignation.

    The leader of the Sadrist Movement has information in its possession that indicates that Maliki has begun facing very difficult psychological issues, HE FEELS THAT MOST OF HIS SECURITY AND MILITARY LEADERS ARE SET IN POSITIONS OF LEADERSHIP TO BETRAY HIM, and that these leaders accepted the positions with Special Interest considerations without heed to their destiny as a head of Government.

    He revealed that there have been occurrences of altercations in the past few days between Maliki and security leaders once loyal to him because of the continuing violence and more escalation.

    The Sadrist leader suggested that rising differences between al-Maliki and his loyalists inside his security commands will lead to some extent a Split by some military units or use some of the security leaders to get rid of al-Maliki.

    MP Nahida Daini of Ayad Allawi's Iraqiya List agrees with Shayya, her colleague in the Economic Committee. In an interview with Al-Monitor, she stressed the need to implement the Iraqi currency “reset” project. However, she said that the government fears money laundering operations in the event of the project's implementation.

    She said, "The Economic Committee last week requested to implement the deletion of zeros from the currency, but the Council of Ministers asked to delay the process for fear of money laundering operations."

    Daini believes that the government's fears "are mere concerns." She said, "There are regulators in Iraq who can follow up and ensure the integrity of the project."

    Iraq Rebuilds Ties to Saudi Arabia

    While Iraqi-Saudi relations were never at their best — except for short periods of time — the iciness that gripped them never prevented both from appreciating the reciprocal strategic, cultural, human and religious roles that they played in the region and the world.

    By completely cutting off Iraqi-Saudi relations in the aftermath of Iraq’s invasion of Kuwait, Saudi Arabia joined the ranks of the front that endeavored throughout the 1990s to curtail the role played by Saddam Hussein’s regime, contain its regional ambitions and eventually lead the political charge that resulted in its downfall in 2003.

    Everyone remembers that Saudi Arabian health and political crews rushed to enter Iraq in the early days that followed the toppling of the regime, in a clear indication that the kingdom was ready to open up politically and economically to Iraq.

    But this openness never truly materialized as a result of mistakes committed by both sides.

    First, Iraqi political leaderships that ruled the country from 2003 onward never really understood the strategic weight that Saudi Arabia possessed. Furthermore, they often behaved and reacted in an emotional and undisciplined manner when confronted with the role played by the kingdom in Iraq and the region. This behavior was construed in the kingdom as an indication of Iraq’s unwillingness to establish deep and strong relations with Riyadh, while rushing headlong to bolster relations with Iran.

    Second, in turn, Saudi Arabia did not expend real effort to restore normal relations with Iraq, and did not return in force to the Iraqi arena — nor did it encourage Saudi investors to do so, which the Iraqis interpreted as an attempt by the kingdom to impose a conditional relationship.

    In both cases, the subjects of terrorism and sectarian polarization in the region greatly affected the relationship. Iraqis did not differentiate between Saudi terrorist militants fighting in Iraq and the kingdom. Meanwhile, Saudi Arabia construed Iraq’s relationship with Iran as emanating from a Shiite desire to threaten the region’s Sunni Muslims.

    All these ambiguities hampered the evolution of the relationship, and increased the coldness with which each country regarded the other.

    In this regard, Ali al-Mousawi, spokesman for the Iraqi prime minister, told Al-Monitor on July 18 in Baghdad, "Relations between the two countries were in a holding pattern as each of them considered what their political stance would be."

    The truth is that their relationship has undergone numerous developments during the past years, which portend to the possibility of greatly improving. Following the Arab Summit meeting held in Baghdad in 2012, Saudi Arabia decided to appoint a non-resident ambassador to Iraq — a move that was greatly welcomed by the Iraqis.

    And, on June 15, in another sign of increasing trust, Iraq signed a prisoner exchange agreement with Saudi Arabia, which was followed by an actual exchange of prisoners between them as a prelude to this file being closed once and for all. Furthermore, Saudi sources confirmed earlier this month that a senior Saudi delegation would visit Baghdad soon to pave the way for the reopening of the embassy in Iraq.

    All these indications are important, but, both sides must work toward bolstering their relationship and put an end to the probing and shaken confidence that has lasted for years.

    Saudi Arabia must resume its active role in Iraq and open the door toward strategic long-term relations with Baghdad. This will not only serve the interests of both countries, but will effectively contribute in appeasing the sectarian tensions that have been markedly increasing in the Middle East over the past years.

    The pivotal role that Iraq and Saudi Arabia can play in restoring balance to the region previously justified the prolonged periods of mistrust that characterized their relationship. It should now justify ending this period and start a new one predicated upon the preservation of their mutual interests.

    The PUK is Ready to Ride Again

    The recent agreement between the Patriotic Union of Kurdistan and the Kurdistan Democratic Party (KDP) on the extension of Massoud Barzani’s presidency means that the PUK is once again becoming a decision-making force in Kurdistan.



    The PUK knows well that the KDP would not exchange it for any other ally in Kurdistan or Iraq. In return, to be able to continue its rule, the KDP needs a strong and decisive partner, such as it has in the PUK.



    During the past decade the PUK has been going downhill, allowing the KDP to extract all manner of concessions. But now, the PUK seems to be getting back on its feet and changing the equations.



    It is quite possible that the PUK’s sufferings may soon inflict its rival Change Movement (Gorran), which sneakily tried to undermine the PUK, but did not get far.



    Gorran has been counting on seeing the PUK as a dead horse, but that is a clear miscalculation: As long as the KDP is alive, so is the PUK.



    It would have been wiser for Gorran to try to win over undecided or frustrated voters than try to drive a wedge between the PUK and its supporters.



    A look at the list of candidates the PUK has put forward for the next round of parliamentary elections would show that the party has revitalized itself and given its leaders and supporters new energy and confidence.



    It also means the PUK has finally concentrated decision making powers in the hands of its deputy chief, Kosrat Rasul Ali, who can keep the party together and carry it forward in the absence of Jalal Talabani, the party leader and Iraqi president who has been in Germany ever since a stroke in December.

    Diyala’s Sunnis: ‘We Need Peshmarga Protection’

    ERBIL, Kurdistan Region – Amid a rampage of bloodshed that has ripped through Iraq and killed at least 200 people since the start of Ramadan, Sunnis in the religiously mixed and volatile Diyala province are asking the autonomous Kurds to send in their Peshmarga forces for protection.

    A mosque attack during Friday prayers in the town of Wajihiya in Diyala, which killed 20 people and revived fears of a return to the fierce Shiite-Sunni violence that followed the 2003 US-led invasion, has Sunni leaders turning to the Kurds, and Shiites opposing the call.

    The demand for the deployment of the Peshmergas began with Salim al-Jibouri, a Diyala MP in the Iraqi parliament, who recently said the fighters were needed to counter armed groups and rising instability.

    Diyala is home to several major Kurdish towns and villages, and at times the Kurdistan Regional Government has sent in its Peshmarga forces to protect Kurds fleeing in large numbers to parts of Iraqi Kurdistan.

    Ahmad Saeed, the head of the Sunni endowment office in Baquba who blames the country’s Shiite leaders in Baghdad for the deteriorating security situation, agrees that only the predominantly Sunni Kurds can impose security.

    Saeed, a prominent Friday preacher, has called for the formation of a new special force to work alongside the Peshmergas for security.

    But Qasim Mamouri, spokesperson for the Shiite-dominated Diyala National Coalition, says that despite people’s legitimate concerns for safety, the deployment of any outside force is unacceptable.

    “We do want the protection of this province’s population, but not just one particular group,” he told Rudaw. “But we vehemently oppose the formation of any ethnic-based force for the purpose of protection.”

    Mamouri added that the cause of the problems in Diyala is political, and has to do with how the provincial administration is structured.

    “Therefore, we welcome a suggestion by the (Shiite) Sadr Movement to dissolve the current administration, change the governor and form a new administration that would embrace all groups,” he said.

    This political dispute, said Mamouri, is what has got some armed groups excited.

    Sunni religious leaders across the province spoke out in Friday sermons last week about the persecution of Sunni residents by Shiite militias. They called for the establishment of a Sunni protection force.

    Saeed said that the Sunnis can no longer trust the Iraqi army or security forces, following raids to capture suspected Sunni insurgents.

    “The Sunnis have full trust in the Peshmerga forces because they have proven their neutrality in the past,” he said.

    Second Amendment to the customs tariff law No. 22 of 2010, as amended


    Article - 1 -

    The text of Article (11) of the customs tariff law No. (22) of 2010, as amended and replaced by the following:

    Article - 11 -

    First -

    This law shall be in stages, and are selected and the designation of imported goods covered by each phase in coordination between the Authority General for Customs and the Committee on Economic Affairs of the Council of Ministers that does not exceed the time limit for the application of the final stage and access to the full application of the provisions of the law three years from the date of its publication in the Official Gazette.


    Secondly - the Minister of Finance to instruct the implementation of this law.


    Third - This law shall be as of 30/6/2012.


    Article - 2 -

    The text of Article (9) of the customs tariff law No. (22) of 2010, as amended and replaced with the following text:

    Article - 9 -

    First - The Law of the customs tariff number (77) for the year 1955 and is the Coalition Provisional Authority (dissolved) No. (54) for the year 2004 (trade liberalization policy of 2004).

    Secondly -

    Re working on the orders of the Coalition Provisional Authority (dissolved) No. (38) for the year 2003 (tax reconstruction of Iraq, as amended), and until the completion of stages of the application of the customs tariff law No. (22) of 2010, as amended.

    Thirdly -

    The provisions of CPA Order (dissolved) No. (38) for the year 2003 on imported goods set forth in the schedules of tariff of customs duties and agricultural calendar attached to the customs tariff law No. (22) for the year 2010 and until the average coverage of its provisions, and as the case may be.

    Fourth - does not work any law or instructions or regulations inconsistent with the provisions of this law.


    Article 3 -

    This law shall be published in the Official Gazette.


    Reasons

    In order to allow sufficient time to provide the technical requirements necessary to implement the provisions of the customs tariff law and maintain the level of prices in the Iraqi market at the present time and protect consumers from price increase expected as a result of the implementation of the Act and to provide assurance the overall difficulty of the application of the law.

    House of Representatives vote on the eight laws and decisions and finished first and second readings of four bills

    The Presidency also decided to postpone the vote on the nomination of the members of the Appeals Chamber judges responsible for hearing appeals on the decisions of the Accountability and Justice Commission and sponsored by the Legal Committee to a future meeting.

    The Council voted to give Mr. (Falah Hassan Chanchal), the position of Chairman of the board of the Justice and Accountability (Mr. Bakhtiar Omar Mohiuddin) vice-president.

    Then completed the House of Representatives to vote on a proposal honoring the youth teams and military support for football and submitted by the Committee of Youth and Sports to allocate 3 million dinars for each player and the owners of the training and technical elected.

    The Council also voted on a proposal honoring the top ten students for the academic year 2012 - 2013 and sponsored by the Education Committee, where MP Adel الشرشاب, the Chairman of the Committee to honor outstanding students in the amount of 2 million dinars, representing an important message for outstanding students and their parents.

    Then completed the first reading of the proposed law to reverse the decisions of the Revolutionary Command Council (defunct) numbered (1021) for the year 1983, (197) for the year 1994, (145) for the year 2001 and the report of the Legal Committee of the fact that decisions are incompatible with the principles of the rights and fundamental freedoms enshrined in the Constitution, which guaranteed Citizens belonging to trade unions as a trade union lawyers, especially judges who have a long service in the judiciary.

    He ended the second reading of the draft law on the first amendment to the law of the Agricultural Credit Fund for peasants and small farmers (28) for the year 2009 and the report of the Agriculture and Finance Committees.
