    Iraq at a Crossroads
    Posted on 18 July 2013. Tags: Martin Kobler, UN, UNAMI, United Nations, United Nations Assistance Mission for Iraq

    Iraq at a Crossroads

    At the end of this month, Martin Kobler will finish his two-year term as United Nations Secretary-General Ban Ki-moon’s Special Representative for Iraq, and Head of the United Nations Assistance Mission for Iraq (UNAMI).

    While his tenure has not been without controversy — he has, for example, been strongly criticised by some for his handling of the situations at Camp Ashraf and Camp Hurriya — few would argue with this comment from his address to the United Nations Security Council earlier this week:

    “The country can continue to make important strides in deepening the roots of democracy, pursuing reform, embracing diversity, as well as improving its stature in the international community. Or, Iraq can go down a dangerous path, potholed with political impasse and sectarian violence at each turn, leading to increased instability.”

    In his closing remarks, he highlighted four principles that he deemed important at this time:
    ◦First, the Constitution should be upheld and implemented in full;
    ◦Second, Iraq’s resources should be utilized efficiently and distributed equitably;
    ◦Third, the environment should be protected; and,
    ◦Fourth, the Government should scale up and implement a national policy on women while helping young Iraqis shape their own futures in the land of their birth.

    Mr Kobler is moving on to head the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), and Iraq Business News would like to take this opportunity to wish him well in his new post.

    Kurdish MP: we insist to pass the law of the provinces administrative border
    18/07/2013 09:03:00

    BAGHDAD / NINA / MP, of the Kurdistan Alliance, Jola Haji confirmed the Kurdistan Alliance's determination to pass the law of administrative demarcation of the border between the provinces because it is one of the important laws to correct administrative situation in the country.

    Haji said in a statement to the National Iraqi News Agency / NINA /: "The former regime changed many provinces demographically and we must all work to restore the right things."

    She added: "The Kurdistan Alliance insists to pass this law in the House of Representatives because it is one of important laws for the alliance that will solve a lot of problems and crises that we are experiencing, particularly the problem of the disputed areas and the distribution of wealth."

    President Jalal Talabani made, in October 2011, a bill to parliament for re-demarcation of the administrative border of the provinces covered by Article 140 of the Constitution to what it was before the change.

    The Talabani's proposal stipulates to cancel all decrees of the former regime on the administrative border of the cities and towns and bring it back to its former, ie, before 1968, the year in which the Baath Party came to power in Iraq.

    *** I SUSPECT THAT THE BILL FOR RE-DEMARCATION OF THE ADMINISTRATIVE BORDERS IS INTENDED TO EFFECTUATE REPATRIOTIZATION AND THE RETURN OF THE PREVIOUS DEMOGRAPHICS ( NORMALIZATION ) IN THE DISPUTED AREAS. I HAVE BEEN LOOKING FOR NEWS OVER SOME TIME NOW THAT MAY INFORM US THAT THE DISPLACEMENT POLICIES OF THE BAATHIST REGIME HAVE BEEN CORRECTED AS THE FIRST STEP IN THE ARTICLE 140 PROCESS. THERE HAS BEEN SOME NEWS MENTIONING THE CENSUS AND OCCASSIONALLY THE REFERENDUM TO FOLLOW. IT SEEMS CLEAR THAT NO CENSUS HAS BEEN DONE ; THEREFORE NO REFERENDUM IS POSSIBLE, AND I CONTINUE TO SEARCH AND QUESTION WHETHER EVEN THE FIRST STEP OF NORMALIZATION BY THE RETURNING OF ARABS AND KURDS TO THEIR PRE-1968 LOCATIONS AND THE COSTS ATTENDANT THERETO HAS BEEN FUNDED, MUCH LESS BEGUN AND COMPLETED. THE POWER TO ADMINISTER IS ARGUABLY THE POWER TO INFLUENCE , DECIDE AND CONTROL WHICH MAY FUNDAMENTALLY AFFECT WHO IS RELOCATED TO WHERE RESIDENTIALLY ( IF ONE DOES NOT RESIDE PHYSICALLY IN A DISPUTED AREA THEN THEY WOULD NOT BE INCLUDED IN THE CENSUS OR A FORTIARI, THE REFERENDUM : E.G., PEOPLE WHO RESIDE IN TENNESSEE DO NOT VOTE IN SOUTH CAROLINA ) , THE INTEGRITY OF THE CENSUS AND UNTIMATELY THE REFERENDUM VOTE. " THE HAND THAT ROCKS THE CRADLE RULES THE WORLD. " THE KURDS HAVE REPEATEDLY STATED THAT WITHOUT THE RE-DEMARCATION LAW THAT THEY ARE NOT " PLAYING BALL " - AT ALL. I AM INCEASINGLY FEARFUL THAT WE HAVE POLITICAL GRIDLOCK AT LEAST UNTIL THE NEXT GENERAL ELECTION. MY HOPE IS THAT THIS CONDITION WILL NOT RESULT IN THE DEATH IF THE "PATIENT" ( IRAQ ) WHICH IS IN SEMI-CRITICAL CONDITION IN A FRACTIOUS, VIOLENT AND UNSTABLE GEO-POLITICAL PART OF THE WORLD. SYRIA AND IRAN, TWO OTHER PATIENTS IN THE INTENSIVE CARE ROOM MAY INFECT AND KILL THE PROGRESS MADE BY OUR " PATIENT ". I AM PRAYING FOR A MIRACLE WHETHER GOD INTERVENES TODAY, TOMORROW OR NEXT YEAR, I WILL CONSIDER IT ANSWERED PRAYER. FIGHT THE GOOD FIGHT FRIENDS, HOLDING ONTO FAITH, YOUR DINAR, AND GOOD CONSCIENCE. MAY WE SURVIVE TO WITNESS THE GOOD FINANCIAL HEALTH OF OUR BELOVED " PATIENT ". GOD SAVE US EVERYONE. ***
