The Permanent Representative of Kuwait to the United Nations, Mansour Ayyad Al-Otaibi said a draft resolution to lift Iraq from Chapter VII Security Council meeting at the end of the current month will pass without hindrance. “
The Agency quoted the Kuwaiti official Kuna news about Al-Otaibi said “The Kuwaiti delegation in New York with UN Security Council members on a draft resolution presented today is expected to be adopted in the 27 of this month without hindrance. “
“The project will terminate the mandate of the high-level Coordinator in Kuwait [Gennady Tarasov] who was in charge until the end of December 2012 for Kuwaits missing property but keep matters under the umbrella of the United Nations by Aleph to the United Nations Assistance Mission for Iraq [us] with the Kuwaiti demands under Chapter VI and VII of the Charter”.
And Al-Otaibi said “those issues relate to matters purely humanitarian and not threaten international peace and security at all so there is no justification for placing them under Chapter VII which deals exclusively with the maintenance of international peace and security and to take measures and economic sanctions and authorize military action and this is unlikely to happen with Iraq.”
He noted that “the relations between the two countries now have evolved and we count on the cooperation of Iraq in the humanitarian file acceleration because without the cooperation of Iraq there will be no progress.”
The Kuwaiti official said that “the message sent by the Deputy Prime Minister and Foreign Minister Sabah Khaled Al-Hamad Al-Sabah at the end of last may, the United Nations Secretary-General and the President of the Security Council that included Kuwaiti demands to maintain the specificity and sensitivity of the autonomy of the two files,” stressing that “the draft resolution will reflect this.
“The Kuwaiti demands include the appointment of a special administrator in UNAMI to continue these files should not mandate the mandate of UNAMI and related reports should be on separate files periodic reports llionami.
Al-Otaibi said that “the United Nations Secretary General Ban Ki-moon had two connections with the leadership of Kuwait and Iraq Tuesday night expressed his happiness and congratulations on the best developments in relations between the two countries.”
He noted that “the meeting today with the Secretary-General of the United Nations with Iraqi Ambassador Mohammed Ali Hakim is the first time the Secretary General met with a delegation of Iraqi-Kuwaiti joint and Ki was very happy to meet”.
Representative of Kuwait described the United Nations what happened in the past weeks in the relations between the two countries “with the latest visit of Prime Minister Jaber Mubarak Al-Hamad Al-Sabah to Iraq on Wednesday signed four agreements and two memoranda of understanding.

Al-Otaibi said he thanked the Secretary General for his contribution to and role in tackling a number of matters and that his frequent visits to Kuwait and Iraq in recent months have had a positive impact on achieving progress. “
