    Some political observers are skeptical of the photographs, in which Talabani appears seated in only one position. They stress that the photos were released after the prosecutor general of the Iraqi Council of Representatives issued a statement, on May 13, calling on the head of the council to take legal action pursuant to the provisions of Article 72.II.c of the Iraqi constitution in the event of a vacancy in the office of the president. The request is also based on provisions of Article 1 of amended Public Prosecution Law no. 159 of 1979.

    Shiite leader Muqtada al-Sadr supported this request and said in a statement, "It is necessary to take the necessary steps to appoint a new president of the republic to replace President Jalal Talabani." Sadr also thanked the public prosecutor and asked him to "be independent."

    But the Legal Committee in parliament responded via Kurdish MP Khaled Shawani, deeming this request illegal and saying "Article 72 of the constitution talks about the vacancy in the post of president of the republic, not an absence. The Council of Representatives must elect a new President within a period not to exceed 30 days from the date of the vacancy." Article 67 asserts, "The Council of Representatives shall elect, from among the nominees, the President of the Republic by a two-thirds majority of its members," and according to Article 69, "The President of the Republic's term in office shall be limited to four years and may be elected for a second time and no more."

    The Kurdish writer Massoud Abdul Khaliq, also a political analyst and official with the Standard Institute, an independent Kurdish media organization, believes that the published photos do not reflect a reinforcement of the hopes of the party's leadership that Talabani will be able to perform in his position as he did in the past at the local, regional and international levels.

    In an interview with Al-Monitor, Abdul Khaliq observed, "The photos give us some hope that Talabani is doing well. However, they are still photos that make us think that he will not be able to return to political work." He stressed, "I think that these photos came as a result of pressures experienced by the leadership of his party, especially after Iraqi prosecutors called for filling the void left by the president."

    There is widespread belief among Iraqis that President Talabani is sorely missed during the current political crisis. He has played an invaluable and leading moderating role among Iraq's volatile political factions. As a result, the number of houses for sale has considerably increased.

    Bayati said, "Residents of the Al-Jami’ah, Mansur, Ghazaliya and Al-Khadra neighborhoods in the Karkh district are offering their homes for sale, dramatically increasing supply over demand, which has led to a drop in prices."

    In the Aqd al-Nasara Market in central Baghdad, which specializes in the wholesale trade of electrical supplies, Mounir Kamel, owner of Mounir Center for the Trade of Electrical Tools, said, "Sales and purchasing activities are declining by the day.” He told Al-Monitor that “In our transactions, we depend to a large extent on traders coming from the [other] provinces, and they are currently afraid to come to Baghdad."

    Economic expert Bassem Jamil Antoine said, "The political crisis in the country and the recent wave of violence in Baghdad have caused a decline in the sale of houses, cars and goods." He added, "There has been a remarkable commercial recession in recent months.”

    Brig. Gen. Saad Maan, spokesman for the Iraqi Interior Ministry, believes that rumors have played a major role in reducing the commercial traffic between Baghdad and the other provinces. Maan told Al-Monitor, “Rumors significantly contributed to painting a blurry image of the real situation in Baghdad among residents of the other provinces, aided by biased media campaigns that aim to create chaos." He added, "Figures in the political and religious institutions also contributed to increasing tension through statements that fuel the security situation."

    Maan asserted, "Many reports of violence circulated by biased media, particularly with regard to checkpoints, are untrue." He says, "Journalists have conducted night tours in all the areas in which militias allegedly set up fake checkpoints. However, they did not witness any illegal armed manifestations."

    He revealed that a security operation will be soon launched in Baghdad, “the aim of which is to reassure the people of Baghdad." He pledged that "normalcy will return to the Baghdad markets soon."

    Iraqis Fear Return of ‘Death Squads’
    To Baghdad Streets

    The term "death squads" evokes an unequaled panic among Iraqis. Memories of the killings based on ID cards during the Iraqi civil war cannot be forgotten. The civil war erupted after the bombing of the holy Shiite shrine in Samarra in 2006, and transformed ethnically-mixed cities in Iraq — particularly Baghdad — into the biggest scene of conflict. During the war, atrocities were committed by both Sunni and Shiite armed groups, including exchange killings and forcibly displacing people to different neighborhoods.

    Regardless of the number of assassinations carried out by the new death squads in Baghdad these days, they can really spread panic among city residents.

    Horrific stories of assassinations carried out before the government forces’ eyes in the neighborhoods of Sedea, ad-Dawrah, Kadhimiya and al-Shaab, targeting both Sunni and Shiite citizens, have circulated among the population.

    The reason behind this impression is that talk about the return of the death squads in Iraqi police uniforms followed a series of developments.
