*** SOME OTHER ERBIL AGREEMENT ***

    Tensions Rise Between Iraqi,
    Syrian-Kurdish Parties

By: Bassem Francis Translated from Al-Hayat (Pan Arab).

Iraqi Kurdistan Region President Massoud Barzani launched a violent attack against the Kurdish-Syrian Democratic Union Party, following accusations that it had arrested 74 armed men while they were crossing the border of the region to the Syrian side.

    Summary :
Following the arrest of Kurds “illegally” crossing the border into Syria, tensions between Syrian Kurds and the government in Erbil have grown.

Barzani Attacks the Democratic Union in Syria for Their Arrest of 74 Militants Who Crossed the Border in an 'Illegal' Way

Meanwhile, security sources responsible for the arrests said that the armed men had received military training and crossed the border “illegally.” Yet, they were later released to avoid “strife.”

The Syrian-Kurdish forces had failed during intensive meetings held in Erbil last April following a call from Barzani to reach consensus to draft an accord and set a common mechanism to govern the Kurdish regions that are outside of the Syrian regime’s control. The Progressive Democratic Party, led by Abdul Hamid Darwish, boycotted the meeting, while five members from the pro-Kurdistan Workers Party (PKK) People’s Council of western Kurdistan excused themselves from attending. They constitute half of the number of members of the Kurdish Supreme Committee, which includes five other members from the pro-Barzani Kurdish National Council.

The region’s presidency declared in a report yesterday [May 21] that “Barzani maintains equal distance from all parties. However, it seems that a certain party (the Democratic Union Party) is trying, day after day, through suspicious deals, to arm its members and stray from the Erbil agreement. Moreover, that same party is marginalizing the other parties and has even reached the point of killing, arresting and kidnapping others and underestimating their views.

“No party has the right to monopolize the decision before conducting free elections. The Kurdish Supreme Committee is the sole representative of the people, and we will not let our support be exploited and used as a bridge to strengthen one party at the expense of the other.”

Barzani warned that “he would be forced to reconsider his previous positions and take the appropriate decision, if the Erbil agreement was not fully implemented.”

Reports had indicated that armed forces affiliated with the Democratic Union Party — the Syrian wing of the PKK — arrested on Monday evening [May 20] 74 armed followers of the Syrian-Kurdish Democratic Party that is close to Barzani after they entered the Kurdish areas of Syria, coming from the Kurdistan region. It was later announced that the Habur border crossing was closed.

“The general administration of the security forces in western Kurdistan,” on the Syrian side, said in a statement on May 21: “After we carried out investigations based on the applicable laws we have come to conclude that the members of these groups have received military training, crossed the border illegally and entered western Kurdistan without the Supreme Kurdish Authority’s permission and without the knowledge of the specialized military body.”

It indicated that “during this sensitive stage, in order to prevent any sedition that some quarters are seeking to spark and to promote national unity, we have released all those arrested after carrying out the necessary investigations.” The statement concluded that “the security forces will remain at the service of citizens and will keep working to maintain security in the region without allowing any party whatsoever to form armed groups in western Kurdistan unless they refer to the Supreme Kurdish Authority, the legitimate representative of the Kurdish people.”

Kurdistan: One Ambition, Many Confused Messages

Kurdistan: One Ambition, Many Confused Messages
    By Yerevan Saeed

Is it not time for Iraqi leaders to be honest with themselves, and to recognize after nearly a century-long history of violence that Iraq’s Kurds, Shiites and Sunnis do not want to live shoulder-to-shoulder inside an artificial state?

This was my question at an event last month at the Harvard Kennedy School, where three Iraqi officials were the invited speakers. They were Samir al-Sumaidaie, former Iraqi ambassador to the United States; Hanan al-Fatlwai, a current member of parliament; and Latif Rashid, former minister of water and senior advisor of the Iraqi president.

It was Rashid who took my question. He called it “emotional”.

He assumed to speak on behalf of the Kurds and said that they do not want independence. He said it was unrealistic, that Kurdistan is landlocked; that you do not hear people or leaders talking about independence except occasionally here and there.

To me, this answer exposed two things: First, it demonstrated that Mr. Rashid had a poor understanding of Kurdish history and world geography, even unaware that there are at least 40 landlocked countries in the world. More notably, his words exposed the poor diplomatic skills of Kurdish politicians. Most importantly, it exposed that we are devoid of a coherent Kurdish voice and discourse about our own issues, therefore harming our own image to the outside world.

Disunity and incoherence in delivering our message has paralyzed the advancement of Kurdistan’s independence. It has confused foreign governments, hampering clear strategies toward Kurdish issues.

Inside the Kurdistan Regional Government, important institutions such as the Kurdistan National Security Council (KNSC) and the department of foreign relations, must work on a Kurdish Grand Strategy, addressing key issues related to the current and future of Kurdistan.

The strategy should prepare for the events expected to unfold in Iraq and the region. It should require Kurdish leaders and officials to have a unified discourse. Before speaking to foreign governments or at events such as at the Harvard Kennedy School -- where usually influential foreign officials with decision-making capacities attend – their speeches must be cleared through the foreign relations department or the KNSC.

Kurdistan is at an important juncture, where it cannot afford poor responses by undiplomatic and unknowledgeable officials. Bad representation and wrong decisions now will return things back to the beginning of the twentieth century!

Iraqi Sunni Leaders Expected to Meet with Kurdish President in Erbil Next Week

Iraqi Sunni Leaders Expected to Meet with Kurdish President in Erbil Next Week
    By Aso Fishagi

ERBIL, Kurdistan Region – Iraq’s prominent Sunni political and tribal leaders, as well as Kurdistan Region President Massoud Barzani, will meet in Erbil on Sunday to discuss a united front for negotiations with the Shiite Prime Minister Nuri al-Maliki, an official said.

Qasim Karbuli, member of a Sunni committee that has been behind months of anti-government protests in Iraq’s Sunni regions, said that the aim of the conference was to unite the different Sunni voices.

“The representatives of Abdul-Malak Sadi, a prominent Sunni religious figure, Ahmad Abu-Risha, former leader of the Sahwa group, Ali Hatam, leader of the Dilemi tribe, Ahmad Alwani, an MP in the Iraqi parliament and Rafi Al-Isawi, Iraq’s former finance minister, are among the most recognized Sunni figures who will attend the conference,” Karbuli said.

An anonymous source from the autonomous Kurdistan Region’s presidential office confirmed to Rudaw that the conference would be held in Erbil, but did not mention a date.

“In my opinion, the purpose of the conference is to send a message to the Shiites that the Kurds and the Sunnis are willing to set aside their differences and unite their efforts under a Sunni coalition,” the source said.

Iraq’s minority Sunnis and Kurds have been pushed closer together because of their serious opposition to Maliki’s government. The premier is locked in serious rows with the Kurds over territory, the budget and energy resources, and has angered the Sunnis who accuse him of discriminating against them and neglecting their regions.

A deadly government crackdown last month against protesters added fuel to the Sunni fire, even prompting calls for a separate Sunni region, like the Kurdish enclave in the north.

But some Sunni protest leaders said they are against negotiations -- or the conference.

“We oppose attempts to divide Iraq as well as the creation of a Sunni region,” said Ghazi Faisal, the spokesperson for the Sunni demonstrators. “We also don’t support a conference that encourages sectarianism,” he said.

Faisal said his group was not invited to the conference, and would not attend even if it had been.

“Those, who want to launch negotiations with Maliki will someday realize that Maliki’s only goal is to oppress the Sunnis rather than implementing their demands,” he said.

“We can only reach our goals through armed struggle,” he said, adding that protesters and Sunni Naqshbandi militants would continue to fight Maliki’s government. “Our goal is to bring unity to Iraq by overthrowing Maliki,” he vowed.
