    Baghdad (AIN) -The Minister of Foreign Affairs, Hoshyar Zibari discussed with the Ambassador of Kuwait for Iraq, Ali Mohamed al-Mu’min, the constructive progress that was achieved through the mutual cooperation between both countries.

    A statement by the Iraqi FM received by AIN on Wednesday cited “Zibari welcomed the Kuwaiti Ambassador where he received a written message from his Kuwaiti counterpart, Sabah Khalid al-Hamad al-Sabah related to the Iraqi-Kuwaiti bilateral relations.”

    Barham Saleh downplays succession rumors

    Erbil, Asharq Al-Awsat—The post of president of Iraq has sparked a new crisis in country, with elements within the government calling for the need to name a replacement for President Jalal Talabani, currently recuperating in Germany from a stroke he suffered last December.

    In a statement issued earlier this week, the Public Prosecution Office demanded that the speaker of the Council of Representatives take legal measures to fill the post because of Talabani’s long absence.

    This would require implementing Article 72 of the Iraqi constitution, which sets a limit on the time the post can remain vacant.

    Meanwhile, a Kurdish official source told Asharq Al-Awsat that arrangements are being made on various levels to settle this issue, and that the current visit by Barham Saleh, the deputy secretary-general of the Patriotic Union of Kurdistan (PUK), to Iran is intended to do so.

    These demands were sparked after the governor of Kirkuk, Dr. Najmaldin Karim, said that he would be visiting Talabani in hospital in Germany, and that he would soon announce good news to Iraqis and Kurds regarding an improvement in the health of the Iraqi president.

    However, a Kurdish source who wished to remain anonymous told Asharq Al-Awsat that “even if President Talabani returns to Kurdistan in good health, he will not be able to take up his post as a president of the republic. Therefore, the circumstances are right to find a replacement.”

    The source went on to say that Barham Saleh is no longer the most prominent candidate, he is the only candidate.¯

    However, the PUK deputy secretary-general downplayed events. In a telephone interview, Saleh told Asharq Al-Awsat that “President Talabani is the president of the Republic of Iraq and is currently undergoing treatment for the health condition that has afflicted him, and God willing we await his safe and sound return. Therefore, to talk of his replacement is inappropriate and ineffective at this time.”

    The former deputy prime minister of Iraq went on to say that “the political and historical statues and consideration towards president Talibani calls for our patience until the completion of his treatment and his return to the homeland, and not creating a crisis out of this subject, which Iraq is not in need of.”

    According to the same Kurdish source, Iraqi prime minster Nuri Al-Maliki had reservations regarding Saleh succeeding Talibani, but has backed down because of Iranian pressure and the fact that Maliki needs the presence of a president in order to take on the burden of the state, particularly to maintain balance, and to work on alleviating political conflicts. Maliki feels weak now after being criticized by most political sides.

    For his part, Khalid Shwani, the head of the Legal Committee at the Iraqi Council of Representatives, said that the demand of the Public Prosecution office violated the constitution. In a joint news conference with the deputy head of the committee, Amir Al-Kinani, Shwani said that the office does not have the authority to demand the Council of Representatives reconsider the vacant post of the president of the republic, noting that the Public Prosecution Law does not include any article that gives it this authority.¯

    Urgent…. Casualties of Baghdad bombings hit 132

    Baghdad (AIN) –A security source confirmed that “The final number for the casualties of the car bombings that hit areas of Sadr, Mashtal and Saydiya in Baghdad city on Wednesday evening reached 132 persons.

    The source revealed to AIN “Three car bombs, rather than one car bomb, have exploded in different areas of Sadr city on Wednesday evening, leaving seven deaths and 32 injuries,” noting that “The casualties of Mashtal area rose to be six deaths and 28 injuries while the explosion in Saydiay area caused four deaths and 11 wounded persons.”

    The death toll of Kadhimiya city was two deaths and nine injuries in addition to a dead person and ten injuries due to a car bomb explosion in Baghdad Jadida area, while the car bomb explosion of Zafaraniya area left two deaths and 12 injuries and finally the explosion of the car bomb in Husseiniya area caused one dead person and seven injuries

    CoM to hold private session next week

    Baghdad (AIN) -The Secretariat General of the Iraqi Cabinet announced that an private session will be held in the beginning of next week.

    A statement by the SG reported "The Council of Ministers will hold private session in next week to discuss the national development plan for 2013-2017."

    The planning Ministry had prepared this plan and held several conferences where the last of which was held in Arbil on last November.

    Barham Salih: Talking about an alternative to Talabani may turn to a new Iraqi crisis

    Shafaq News / Deputy Secretary-General of the Patriotic Union of Kurdistan, Barham Saleh who is the only candidate for the position of president of the republic succeeding, President Jalal Talabani said that talking about an alternative to the latter is “inappropriate” and “unfeasible”.

    “President Talabani is the President of Iraq and is currently undergoing treatment from health problems “adding that “we are waiting for his return safe and sound,” Saleh said, in a press statement that talked about his candidacy for the presidency of the Republic of Iraq, briefed by “Shafaq News”.

    The Iraqi Presidency of prosecution had asked in a statement yesterday by the Parliament Speaker to initiate legal procedures to fill Talabani’s position due to his absence for long time, through the implementation of Article 72 of the Iraqi Constitution, which identified certain period of absence from the position, and that this demand is based on the text Article I of the Public Prosecution Law No. 159 of 1979, as amended.

    Talabani arrived in 20th of December to Germany to follow-up his treatment from a stroke, accompanied by his medical team, while conflicting reports about his health confirmed as the Parliamentary Legal commission confirmed on Tuesday, that the Commission will determine its position on the replacement of President , Jalal Talabani after his doctor visits Talabani in Germany to identify his health.

    While independent MP of Kurdistan Alliance bloc, Mahmoud Othman said it is the interest of the Kurds to nominate someone for the position of President of the Republic in case it is proved that the President, Jalal Talabani is unable to do his duties.

    Muqtada al- Sadr, expressed support to nominate a replacement for the presidency of the Republic.

    In a related development, United Nations Office in Kurdistan Region announced on Tuesday, the reasons that prevent from naming an alternative to Iraqi President, Jalal Talabani.

    The official of the United Nations Assistance Mission for Iraq’s Office “UNAMI” in Kurdistan Region, Sokol Conde said in a statement issued by the Patriotic Union of Kurdistan, that the ruling in Iraq was built on the basis of consensus and partnership among the blocs and the basic components, which impose achieving national consensus towards various national issues, including the issue of naming new President of the Republic.

    Breaking News ... Kurdistan announces Halabja as a province officially

    Shafaq News / Halabja districts’ mayor, Goran Adham revealed on Wednesday, that Kurdistan Cabinet approved officially Halabja as the fourth province in Kurdistan.

    Halabja district is affiliated to Sulaimaniyah province, located on the borders of Kurdistan with Iran, the city was shelled by chemical weapons used by the former regime against its population in the sixteenth of March 1988 that caused the death of 5 thousands of residents and the injury of about 20 thousand others as reported by local and international statistics.

    “The Cabinet of Kurdistan Region approved Halabja as a province officially and there are some remaining technical measures to complete that issue,” Adham told “Shafaq News”.

    He added that sharazur, Penjwen and Sayed Sadiq areas will be affiliated to Halabja .

    Semi – independent Region of Kurdistan is composed of three provinces of Erbil, as its capital, Dohuk and Sulaymaniyah while disputing with Baghdad on Kirkuk and other areas of Nineveh, Diyala and Salahuddin provinces.

    The President of Kurdistan Regional Government, Nechirvan Barzani has promised at a ceremony commemorating the 25th anniversary of the bombing of Halabja city on March 16, to transfer Halabja district to a province.

    Barzani said in his speech that his government is trying by all means to remove all obstacles in the way of converting Halabja district to a province because the law allows it.

    This decision is not expect to face objection by Baghdad, being decided precisely in 1999 by Kurdistan Parliament, as Baghdad considers all the decisions taken in Kurdistan before 2003 as contrary to the Iraqi Constitution .

    Calls to Address Dinar Rate Fluctuation

    The First Deputy Chairman of the parliament has reportedly demanded that the Central Bank of Iraq address the fluctuating exchange rate of the Iraqi dinar against the US dollar, and disclose the reasons.

    Shafaaq News says that Qusay al-Suhai chaired a meeting of the Finance Committee, in the presence of central bank governor Abdul Basit Turki, in which he stressed the need to identify procedures taken by the management of the central bank to deal with the fluctuation of the exchange rate.

    He said it was important to know the real reasons that led to this instability, “which will negatively affect the lives of the Iraqi individual”.

    On Sunday, the Presidency of the parliament announced its full support for the actions that the central bank intends to take to ensure the stability of the Iraqi currency, following what it describes as its decline to the lowest level in two years.

    The value of the Iraqi dinar has declined gradually over the past weeks to reach the per dollar price to about 1129 dinars after it was stable at 1120, which is the highest rate the exchange rate reaches during the past two years.
