    Othman describes statements by the country's leaders on dialogue of being contradict

    Baghdad (NINA) – Kurdish Alliance's official, Mahmoud Othman, described statements being made by the country's leaders regarding dialogue between blocs as being contradict and not true, saying that the statement do not correspond with their actions.

    In a statement to NINA on Sunday, May 12, Othman said that Speaker of Parliament, Usama al Nijaifi, Prime Minister, Nuri al Maliki, and Vice President, Khoda'yir al-Khuza'e, insist on their opinions. They do not have genuine and serious opinion on sitting around a table to work t the problems; because they are the country's main leaders and able to solve problems.

    He pointed out that political disputes have influenced enacting important laws in Parliament, making it enacting laws that do not interest the citizens. He pointed out that disagreements are harming the state.

    Othman called on the country's leaders to overcome their disagreements and look for a common ground to safeguard the country from its crisis.

    MP asks government and Parliament to cancel the agreement, allows Turkish troops to enter Iraq

    BAGHDAD / NINA / Independent MP, a member of the parliamentary Committee on Foreign Relations, Safiya al-Suhail asked the government and parliament to work seriously to cancel the agreement of the eighties of the last century, which gave Turkish troops the right to enter Iraqi territory in pursuit of the PKK.

    Suhail, in a statement to the National Iraqi News Agency / NINA / said: "Our official position is clear, we refuse the entry of any international or non-international forces to Iraqi territory without the knowledge and arrangement with the federal government," emphasizing : "The PKK entry into Iraqi territory is formally rejected, as expressed by the Ministry of Foreign Affairs on the basis of maintaining the principle of sovereignty, and security of society."


    She added: "It is necessary that Iraq supports the peace process in Turkey, and it has to adopt a clear policy, welcoming the peaceful political settlement concerning the Kurdish question in Turkey, in order to put an end to the bloodshed on the one hand and an end to the continuing violations on our territory and our borders from the Turkish side for decades . "

    Suhail called to close the Turkish camps inside Iraqi territory, saying: "The presence of Turkish troops in camps Bamarni, Amadiyah, Kani Masi, Batufah and Sheila Diza and other inside Iraqi territory is a violation of our sovereignty and security and our peace and existence as a sovereign state."

    She continued: "It is essential that Iraq should formally request to Turkey to see and be briefed to this agreement and its contents, in order to evaluate its implications on the security, sovereignty and peace of Iraq.

    The Turkish government has reached an agreement with the Kurdistan Workers' Party (PKK) leader Abdullah Ocalan more than a month ago, stipulating to end the armed conflict with the Turkish government, and to clear the whereabouts of PKK fighters in Turkey and withdraw to the Qandil Mountains in northern Iraq.

    The president of the Kurdish (Peace and Democracy Party) Salahuddin Dmrtash said earlier that the PKK had actually begun to withdraw from Turkey into Iraqi territory in the province of Kurdistan.

    State of law MP: We're still boycotting the Parliament

    BAGHDAD / NINA / MP, of State of Law coalition, Ali al-Allaq confirmed that his coalition is continuing in boycotting the House of Representatives for not include the law of criminalizing the Baath Party on the council's agenda.

    He said in a statement to the National Iraqi News Agency / NINA / that "The Kurdistan Alliance supports including the draft law, and it is supposed to open a direct dialogue and presses the head of the House of Representatives to include this draft law in the agenda as soon as possible."

    He explained that "There are reports that House Speaker Osama al-Nujaifi said he would put the draft law on the agenda after two weeks, and he sent it to the competent committee to study it."

    He predicted that important laws will be passed after the return of state of law to the meetings of the Council after agreement and understanding with the political blocs.

    Shubar calls political blocs to settle their disputes to approve important laws

    Baghdad (AIN) -MP Ali Shubar of the Citizen bloc called the political blocs' leaders to settle their disputes to let the parliament approve the important laws.

    Shubar said "The political disputes were the first reason behind the delay in endorsing the important laws at the parliament therefore the political blocs need to settle their disputes to be able to approve the important laws."

    ☻ Ummmmm... I SEE YOUR MOUTH MOVING... AND THAT'S ALL!!! How long have we been reading they need to settle their disputes so they can pass IMPORTANT LAWS? Funny this is the second article I've read that has NOT really mentioned what LAWS they THINK are IMPORTANT.. I am hoping for HCL, ERBIL, 140, TARIFFS, BANKING LAWS.... ~~RED LILY

    Baghdad (IraqiNews.com) The presidency of the Public Prosecution called the parliament to find a substitute for the President, Jalal Talabani , who spends treatment journey in Germany.


    Member of the parliament Integrity Committee, Jaafar al-Musawi told Iraqi News (IraqiNews.com) “The Public Prosecution’s presidency forwarded a letter to the parliament chairmanship in which it demands to find a replacement for Talabani to occupy his vacant post according to the Constitution’s article, No. 72nd because the President is away from his position for a long period following his illness.”

    “The article,No.72 of the constitution stipulates that in case the President post remains vacant for any reason then a replacement must be elected to complete the remaining period of the Presidency’s term,” he stressed.

    First: The President of the Republic shall have the right to submit his resignation in writing to the Speaker of the Council of Representatives, and is considered effective after seven days from the date of its submission to the Council of Representatives.

    Second: The "Vice" President shall assume the office of the President in case of his absence.

    Third: The Vice President shall assume the duties of the President of the Republic or in the event of the post of the President becomes vacant for any reason whatsoever. The Council of Representatives must elect a new President within a period not to exceed thirty days from the date of the vacancy.

    Fourth: In the case the post of the President of the Republic becomes vacant, the Speaker of the Council of Representatives shall replace the President of the Republic in case he does not have a Vice President, on the condition that a new President is elected during a period not to exceed thirty days from the date of the vacancy and in accordance with the provisions of this Constitution.     BAGHDAD / NINA / Presidency of the General prosecution asked the Presidency of the Council of Representatives to take legal action regarding the vacancy of the office of President of the Republic.

    The judicial authority in a statement today May 13, said that "The request came because of the absence of the President from office for a long time, demanding to take legal proceedings according to the Constitution."

    It is worth mentioning that President Jalal Talabani is being treated in a hospital in Germany since December 20 last year, after suffering a stroke. There were conflicting reports about the real status of his health, it had been reported more than once that he continues to improve, and once he pronounced a few words and he could return to Iraq, but pictures or video about him have not been shown since he entered the hospital.

    Iraq tries to address the exchange rate fluctuation of dinar against dollar

    May 13 - Shafaq News / First Deputy Chairman of the parliament, Qusay al-Suhail demanded the Central Bank of Iraq to address fluctuating of exchange rate of the dinar against the US dollar and disclose its reasons.

    “Suhail chaired a meeting of the Finance Committee at its headquarters in the presence of the central bank governor , Abdul Basit Turki, the Chairman of the Committee and its members,” According to a statement issued by Suhail’s Office received by “Shafaq News”.

    Suhail stressed “the need to identify procedures taken by the management of the central bank to deal with the fluctuation of the exchange rate,” confirming “ the importance of knowing the real reasons that led to this instability, which will negatively affect the lives of the Iraqi individual”.

    The Presidency of the parliament announced on Sunday, its full support for the actions that the central bank intends to take to ensure the stability of the Iraqi currency after it experienced a value decline against the dollar to a record level in two year.

    The value of the Iraqi dinar has declined gradually over the past weeks to reach the per dollar price to about 1129 dinars after it was stable at 1120, which is the highest rate the exchange rate reaches during the past two years.

    The Finance Committee of the parliament revealed, early last month, that the Central Bank of Iraq started to take urgent measures to preserve the stability of the exchange rate of the Iraqi dinar against the dollar by increasing exchange facilities of selling hard currency, but the value of the currency has continued to decline.

    Amending Provinces Law, No. 21 to resolve part of demonstrators' demands

    Baghdad (AIN) -MP Hassan Ozmam of the Turkmen Front stressed on Monday that "Amending the Provinces law No. 21 for 2008 will resolve part of the demonstrators' demands through transferring part of the central government's authorities to the local government's powers."

    Ozman said "The two parliament Legal Committee and the Regions & Provinces Committee discussed the amendment of the law No.21 during a meeting on last Sunday," noting "The parliament is studying increasing the local governments' powers and the provincial councils where the amendment of the Provinces law would help resolve part of the demonstrators' demands."

    "The article No.125 of the Iraqi constitution states in permitting the Turkmens, Chaldeans, Assyrians to practice the administrative, political, cultural and educational rights through the local councils in the provinces, districts and sub-districts," arguing "On this basis, I forwarded a suggestion which will win the parliament entities' support." /

    Presidency of the Council of Representatives decided, on Monday, lifting the 23rd session of the second legislative term of the third legislative year half an hour to lack of quorum.

    ☻ I AM ABSOLUTELY STUNNED! NOT ENOUGH REPRESENTATIVES SHOW UP TO WORK???? This is not good because they were going to do the SECOND READING ON THE TARIFF LAWS TODAY!! ~~~RL

    A source in the Information Service of the Parliament in an interview to (Presse term), "The House of Representatives Speaker Osama Najafi has decided to lift the 23 session of the second legislative term of the third legislative year scheduled for today, half an hour to lack of quorum."

    He attributed the source, who requested anonymity, the reason for lack of a quorum to "the continued boycott of a coalition of state law to the parliament sessions and a number of deputies absent other bloc."

    Arrived on the evening of Sunday, 05/12/2013, to the capital of Erbil, a high-level delegation from the government of Iraqi Prime Minister Faleh al-Fayyad, an adviser to Prime Iraqi Council of Ministers for the Iraqi National Council and the membership of each of the following d. Tariq official Iraqi prime minister's office and the first team Babacar Zebari, chief of staff of the Iraqi army.


    The delegation was received by visitors in the Office of the Vice President of the Government of the Territory, each of the following Rasool Ali, Vice President of the Kurdistan Region and Barzani Prime Minister of the Kurdistan Region and d. Barham Salih, the second deputy secretary-general of the Patriotic Union of Kurdistan and Imad Ahmed, Vice-President of the Government of the Territory and d. Necmettin cream governor of Kirkuk, Jaafar Sheikh Mustafa, Minister of Peshmerga and Falah Mustafa, head of the Department of External Relations of the Government of the Territory.

    The two sides discussed during the session of the meeting, the latest developments on the Iraqi arena and the two sides stressed the need for the commitment of all parties to the Constitution and to sit around the table of dialogue in order to address all outstanding problems.
