The Deputy Secretary General of the Patriotic Union of Kurdistan (PUK) to «we opposed in the past to form the leadership of the Tigris and the other military leaders, because we feel fears of her husband in the midst of ongoing conflicts in the country, especially in the disputed areas, and we consider the composition is unconstitutional, and deduced from the will of the inhabitants of those areas , and we were afraid of this because we were concerned about the potential for use in internal conflicts, and therefore we believe that it requires disarming causes of the current crisis in those areas, and of course the abolition of the formation of the military leadership is a requirement importantly at this stage, so as to stop the deterioration of security in those areas » .

Maliki lose dozens of seats in local elections
    27-04-2013 | (Voice of Iraq)

    BAGHDAD - «life»
    Saturday, April 27, 2013

Reflected the preliminary results of the local elections announced by the «High Commissioner» yesterday fell «coalition of the rule of law», led by Prime Minister Nuri al-Maliki in most Shiite cities, compared to seats that were obtained in the 2009 elections for the benefit of the «coalition of citizen», led by Ammar al-Hakim and streams of other small .

~RED: AS WE SEE HERE, COMPARED TO THE ARTICLE I POSTED THIS MORNING, THIS ONE TOTALLY CONTRADICTS THE ONE I POSTED IN RED'S THREAD. "YET ANOTHER REASON" WHY WE CANNOT TRUST THAT MALIKI IS NOT INTIMIDATING VOTERS IMO.. REMEMBER, THE MEDIA HAS BEEN SUPPRESSED IN IRAQ FOR DECADES.. WE WENT IN THERE AND REMOVED SADDAM AND GAVE THEM FREEDOM OF SPEECH.. THIS IS ONE REASON WHY, IMO, WE SEE ALL THESE CONTRADICTIONS IN THE MEDIA. PERHAPS THE SITE FOR THE ARTICLE I POSTED, SHOULD BE MARKED AS A "MALIKI MEDIA SITE"...??? OF COURSE WE SHOULD ALSO TAKE INTO ACCOUNT WHAT "FACTION OF PEOPLE" THESE ARTICLES ARE AUTHORED BY AS WELL AS WE HAVE SEEN, THE CANNOT BE UNBIASED...
ONE MUST THINK ABOUT THESE THINGS.. LOL

The map of the distribution of seats in the provincial councils to the lack of any coalition or political bloc an absolute majority (50 +1) in any province, a lower proportion of managed political entities from the formation of the local government in the province alone, which means that the complexity of the political scene, which portends great difficulty in forming Local governments, especially in the under intersections political and sectarian and ethnic taking place now.

The election commission announced the day before yesterday the preliminary results of the provincial elections.

The president Serbst said Mustafa during a press conference in Baghdad that «These results represent 87 percent of the results of the elections for the provincial elections were held, to declare that while the percentage complete count.

The decline in the number of seats in al-Maliki in the provincial councils of the 155 seats in the local elections in 2009 to around 98 seats. In Baghdad, solution-Maliki in the first place by winning 40 994 votes, which means winning about 22 seats out of 58 and he has 31 seats, and this can not form a government in Baghdad local only in alliance with the list «united» Sunni, led by Parliament Speaker Osama Najafi , was dissolved Second Bhsdha the more than 136 thousand votes, meaning you'll get 9 seats.

But any alliance between al-Maliki and lists Najafi ordered bounces, especially in light of the dispute between Maliki and Najafi and the rest of the Sunni leaders.

♦♦ The second scenario for the owners is the formation of a broad coalition of the coalition and the coalition of 'citizen' which is led by al-Hakim has received more than 115 thousand votes, which means winning 8 seats. In case of failure of al-Maliki in the coalition, and this is very likely in light of the dispute between Maliki and Hakim as well as the critically acclaimed and reached the limit of the intersection of political him and the leader of the «Sadr» Muqtada al-Sadr, and can form lists «united» and «citizens» in addition to «Liberal »and Iraqi Arabic (led by Saleh al-Mutlaq) leads the coalition of local government.

In the southern provinces with a Shiite majority not much different from the scene, Vaútlav Maliki despite the achieved first place, but he lost a lot of seats obtained by the year 2009, in Basra, where he has 21 seats out of 35 seats, won 15 seats, forced him to ally with other lists.

Leaders of the «coalition of state law» tried to flirt with a coalition «citizen», led by Ammar al-Hakim (Head of the Islamic Supreme Council) and won 62 seats in the provincial elected, but the latter seems that he is excited about the alliance with arch-rivals the former than from all government positions in the electoral cycle earlier.

Spokesman «Islamic Supreme Council» Hamid Maaleh told «life:« We want everyone partnership. Strong partnership and do not marginalize one », but added,« We have a program for each province and we want broad powers approved by the Constitution and the law, as want ceilings time for the delivery of services, and any list agree with us on the program and the vision would be welcome.

He added that «the rule of law in close proximity, but we will not rule out other», adding that «no choice for provincial councils in the next session, but the success».

It should be noted that one of the reasons for the applicable political crisis in Iraq since the middle of last year is Maliki's refusal to give it the powers stipulated by the provincial Act No. 21 of 2008. Observers believe that the scenario is the closest in the provinces with a Shiite majority is the formation of an alliance between the User-Hakim and al-Sadr and some menus small winner, especially that all the sources close to the top Shi'ite cleric, Grand Ayatollah Ali al-Sistani and references Najaf other adult stresses «outrage» Bookmark and dissatisfaction with the performance of al-Maliki and provincial councils.

Sources confirm that «bookmark urged more than once through its agents or explicitly Hakim and al-Sadr not to union with the accused of corruption or of parties and entities that led the provinces in the previous election cycle.

The most obvious factor in the new election is to get about 20 electoral list of a local nature seats in the upcoming local governments, making them a target for the big powers.

The local elections took place on 20 April last year in 12 counties out of 18 Iraqi provinces, as it has been postponed to 4 July (Yolo) in the provinces of Anbar and Mosul because of the security situation, as well as the postponement of the elections in the province of Kirkuk, disputed between Baghdad and Erbil, The three provinces of Kurdistan, which has a special status.

    THANKS CHATTELS

Kurdistan alliance: attending the parliament depends on Barzani’s decision

    Saturday, 27 April 2013 09:53

Shafaq News / The presence of Kurdistan alliance members to the special meeting called by the Parliament Speaker, Osama al-Nujaifi to discuss Hawija events depend on a decision taken by the political leadership in the region.

Nujaifi called last Thursday to hold a special session on Sunday to discuss the implications of Hawija events in Kirkuk, which killed dozens dead and wounded others from the protesters and army forces.

The MP of the Alliance bloc, Mahma Khalil told “Shafaq News”, that “his bloc boycotted the parliament’s sessions for political reasons before Hawija crisis”.

“Kurdistan Alliance MPs are committed to the boycotting decision and are committed to any decision by the region’s presidency in this regard,” he added.

MPs and ministers of Kurdistan Alliance and other Kurdish forces boycotted the parliament and cabinet sessions on the background of voting on current year's budget without compatibility of the Kurdish parties.

♦♦ The National and Kurdistan alliances exchanged during the last period messages and delegations to address outstanding issues, notably Article 140 of the Constitution, the dues of foreign oil companies, the fate of the Peshmerga forces and national partnership.

The tensed situation threatened the old strategic alliance relations between Kurds and the Shiite National Alliance, which dates back to the period of their opposition to the former Iraqi regime.
