    Shubar calls Iraqis to elect candidates serving Iraq, not certain political party

    Baghdad (AIN) –MP, Ali Shubar, of the Citizen bloc called the Iraqi people to elect the candidates who serve Iraq and not a particular political party.

    Speaking to All Iraq News Agency (AIN), he said "The Iraqi people had an experience and knew the impact of the political parties on the elected candidate and those who are not qualified or have accusations related to integrity issues."

    "There should be qualified candidates that are able to run the provincial councils in addition to have the ability of being not affected by the tribal, sectarian and national sides," he added.

    "The elections of the provincial councils must be acceptable and not based on the geographical or tribal basis in addition to having integrity and proficiency to provide the services to the Iraqi people," he concluded.

    It is noteworthy that the elections of the provincial councils will be held on the 20th of April 2013.

    Corruption files within Ministry of Education to be investigated, says Araji

    Baghdad (AIN) –The head of the Parliamentary Integrity Committee, Baha al-Araji, announced that the suspicions over corruption files within the Ministry of Education will be investigated.

    He stated to AIN “The PIC will follow up these charges to prove or reject them through its reports after the endorsement of the Budget law.”

    “The PIC is going on in its performance concerning the Ukrainian armament contract,” he concluded.

    MP urges Maliki to go on forming Jazeera Operations Command in western Mosul

    Nineveh (AIN) –The head of Yazidi Movement for Reform and Progress, MP, Ameen Jijo, stressed “Forming Jazeera Operations Command in Nineveh province comes as requested by the citizens.”

    Speaking to AIN, he called “The Premier, Nouri al-Maliki, to go on forming JOC to sustain security in western areas of Mosul and to put an end for the violations of the Kurdish forces and to protect the Iraqi borders with Syria due to the chaos in this country.”

    Earlier, Kurdistani Regional Government announced its refusal for forming JOC and considers this formation as a violation for the concluded agreements between KRG and the Central Government.

    “Forming JOC is a constitutional right and among the exclusive authorities granted to the General Commander of the Armed Forces.”

    “The formation comes after several calls by the citizens of western part of Nineveh especially the Yazidi community that complains from the deployment of the Kurdish security forces in their areas,” he mentioned.

    “The Kurdish population is about 5% in this area but the Kurdish sides try to make it Kurdish areas by deploying the Kurdish forces which is a violation for the Iraqi constitution,” he concluded.

    Urgent…parliament session starts to resume vote on Budget law

    Baghdad (AIN) –The parliament session of Thursday started to resume the vote on the Budget law draft of 2013.

    AIN reporter stated “The parliament held the session to complete the vote on the articles of the Federal Financial Budget Law draft of 2013.”

    Earlier, the parliament voted, during last Wednesday session, on a number of articles within the Budget law including the Budget of Kurdistan Region while the Kurdistani Alliance and the Iraqiya Slate boycotted the session.

    Speaking at a news conference in the holy city of Najaf after meeting with a number of the city's religious authorities, Salehi said that the meetings tackled the common issues that are of interest to everyone, such as developments in the region, especially the situation in Syria, as well as the bilateral relations between Iran and Iraq and ways to expand them.

    Salehi had said at Najaf airport that he will discuss the Iraq crisis during this visit, but also added that Iraqis are capable of solving their problems.

    Salehi added that these relations are blossoming and that this can be seen given the number of Iranian pilgrims who are coming to Iraq and the Iraqi visitors who are going to Iran, calling for the abolition of visas between the two countries so that the two peoples can visit holy sites easily.

    Concerning the measures taken by the seven member committee set up to follow up the demands of the Iraqi demonstrators in Mosul, Osama al-Nujaifi, speaker of the Council of Representatives of Iraq, said the government's response to these demands was marginal.

    Nujaifi said that he does not believe that the government took the necessary measures to satisfy the demands of the demonstrators. Moreover, he added, it did not abide by its commitments concerning the implementation of these demands. The achievements of the deputy prime minister Hussain al-Shahristani's commission, he added, are simple and not up to the level of the real demands of the demonstrators. Meanwhile, parliamentary sources said that the committee headed by Shahristani and set up by the Iraqi government to examine the demands of the protesters in Mosul, Anbar and other Iraqi cities has split because the ruling National Alliance refused to amend the de-Baathification law and return the confiscated properties to the people who were subject to this law.

    The sources said that the Iraqi List supports the amendment and that the National Alliance is against it. The committee had announced the release of male and female detainees who are still in government prisons and whose number does not exceed dozens, out of hundreds of thousands of prisoners.

    Nujaifi tackled in his press conference the clashes witnessed at the Yaarabiya (Rabia) border crossing, adding that an investigation will take place on this issue and that we will have a position once the situation is fully clear.

    He called on the Iraqi army to be neutral, not side with any party and not get involved in any dispute with any party, saying that Iraq has severe internal crises.

    Nujaifi said that what happened in the area of Yaarabiya is an internal issue between Syrian factions, stressing that the area in which the incident took place has Arab tribes living on both sides of its border, and that any friction would cause tension in the whole region.

    Nujaifi tackled the differences over the draft law of the federal budget for the current year and expressed optimism that its approval is drawing near, noting that the parliament sessions will continue until the approval of this budget and that there will not be any holiday before the voting takes place.

    Meanwhile, the Iraqi Council of Representatives failed yesterday [Mar. 4] for the sixth time to vote on the controversial federal budget of 2013 due to lack of quorum.

    The council decided to postpone its meeting until Wednesday [Mar. 6] amid expectations that the budget will be returned to the government.

    Baghdad (AIN) –The parliament postponed its session for half an hour to continue voting on the Budget law.

    Parliamentary source stated to AIN “The parliament halted the session for 30 minutes due to the lack of quorum.”

    White bloc calls other blocs to respect MPs’ opinions in voting on Budget law

    Baghdad (AIN) –The White bloc called the other political blocs to avoid threatening or stimulating MPs who voted on the Budget law of 2013.

    The Secretary General of the White bloc, Jamal al-Batiekh, stated to AIN “These blocs must respect the MPs’ opinions who joined the parliament session to vote on the Budget.”

    “Voting on 12 articles within the Budget law is a positive step that we hope to continue during Thursday session,” he added.

    “Iraqis are strictly in need to settle this issue during Thursday session to complete voting on other articles of the budget law,” he concluded.
